Important Update

Congress did not appropriate funds for the Title V, Part A Program for 2008-09. No new funds will be available to states or LEAs for Title V activities. LEAs that have Title V carryover funds from the 2007-08 program year have two options available to them in the district’s ESEA electronic Consolidated Application: 1) Budget the carryover funds in the Title V budget and complete the relevant sections for the program, or 2) Return the Title V carryover funds to the Department of Public Instruction. LEAs will continue to have the authority to transfer FY 2008 funds from other programs into Title V and transfer Title V carryover funds into other programs during the 2008-09 program year. LEAs that budget and expend 2007-08 Title V carryover funds will be required to complete and submit the Title V EOY Report section in the ESEA Consolidated Application. The Title V budget and corresponding sections will be deactivated from the LEA electronic Consolidated Application for the 2009-10 program year.

Overview

The intent of Title V, Part A, is to increase the academic achievement of, and improve the quality of education for, all students through innovative education reform efforts. Local educational agencies (LEAs) have the flexibility to use the funds for 27 different types of activities, strategies, and programs identified in the law. All LEAs are eligible to receive Innovative Programs funds through a standard formula, calculated by the state education agency, based on public and private school enrollments and the number of low-income children.

Program Purposes

Title V, Part A, Innovative Programs are designed to

  • support local education reform efforts consistent with statewide education reform efforts;
  • implement promising education reform programs and school improvement programs based on scientifically based research;
  • provide a continuing source of innovation and education improvement, including support for programs to provide library services and instructional and media materials;
  • meet the educational needs of all students, including at-risk youth; and
  • develop and implement education programs to improve school, student, and teacher performance, including professional development activities and class size reduction programs.
