Educators are licensed in Wisconsin based on completion of a state-approved educator preparation program. For applicants who completed a comparable, approved educator preparation program in another state, a license with stipulations may be issued with a PI-1612 Institutional Endorsement that is part of the PI-1602-OS application. Typically, these applicants receive licenses with minor coursework stipulations or deficiencies that are identified with an accompanying letter. The licensee should retain this deficiency/stipulation letter.
Prior to the implementation of PI 34 Administrative Rules on July 1, 2004, our office issued applicants who completed approved educator preparation programs outside Wisconsin a "Two-Year License with Minor Deficiencies." Effective July 1, 2004, DPI issues these applicants either an Initial Educator License with Stipulations or a Professional Educator License with Stipulations for five years. "Stipulations" refer to the identified Wisconsin coursework deficiencies/stipulations that educators must satisfy before our office will issue a subsequent license.
License Renewal for Licensees who held a Two-Year License with Deficiencies:
With the implementation of PI 34, the department no longer issues 2-year licenses. If the applicants with this license want another license to teach, they must verify they have made progress toward alleviating the stipulations/deficiencies identified with their last 2-year license and that within the 5 years immediately preceding the new license begin date that they have remained active in the profession or have completed the professional growth requirement of six semester credits at a regionally-accredited college or university. Applicants submit a PI-1602-2R license application with verification of progress towards removing identified deficiencies. Upon application approval, educators would either receive a Professional Educator License with Stipulations if there are still remaining stipulations to address or a regular, Professional Educator license if they alleviated all identified stipulations/deficiencies. Educators who receive the 5-year license with stipulations must then satisfy all remaining deficiencies/stipulations during the 5-year license period to obtain a regular, Professional Educator License (without stipulations) at the next renewal.
License Renewal for Licensees holding a Five-year Educator License with Stipulations:
The license with stipulations is a non-renewable license that requires holders to complete all identified stipulations by the expiration date of the license and the continuing education requirement (e.g. the Professional Development Plan or six semester credits depending on the license type). As early as January of the year the license expires, applicants submit a PI-1602-2R license application with verification that they have met all identified stipulations and experience for advancement, if applicable. Upon application approval, educators will receive a regular Professional Educator License (without stipulations).
