Safe and Supportive Schools




Wisconsin is one of eleven states awarded a four-year federal grant on Safe and Supportive Schools. The goal is to improve conditions for learning in the areas of school safety, school environment, and school engagement, and also increase capacity for making data driven decisions. The Wisconsin Department of Public Instruction (DPI) will carry out the four-year project (2010-2014) to improve conditions for learning in 14 to 19 school districts, selected on the basis of high numbers and/or rates of disruptive drug- and violence-related incidents at school. Participating school districts will receive significant support from DPI in the forms of funding, professional development, and technical assistance. This support will be used by the high school staff and administration to develop, implement, and evaluate a three-year intervention plan to improve the conditions for learning in the selected high schools.


2012 Safe and Supportive Schools Summer Institute


The DPI Safe and Supportive Schools Summer Institute is a requirement for all S3 funded schools. Come join us on June 19 & 20 as we:
  1. Review the data collected from this year to include a focus on subpopulations of students.
  2. Identify strategies to meet the needs that emerge from the S3 data.
  3. Explore the process and challenges of school-wide systems, culture and policy change.
  4. Use time in teams to develop action plans for next school year.

We are especially pleased to feature Kathleen Cushman, author of "Fires in the Mind" and other critical examinations of student engagement, as our keynote speaker.

Given our agenda and outcomes for the institute, schools are encouraged to bring teams of 2-4 people.

Come and join other S3 schools to explore bullying in high school as we...
  • Analyze S3 bullying data
  • Identify the state requirements for bullying policies
  • Explore programs and strategies to put policy into practice
  • Plan for year 3

Sessions will provide opportunities to assess policies and evidence-based programs including the DPI’s soon-to-be-published high school bullying curriculum module RETHINK. From these, participants will identify comprehensive strategies to meet the needs of high school students, staff, and families in reducing bullying and creating safe and supportive schools.

2011 Index of Student Behavior and School Environment


The Index of Student Behavior and School Environment is compiled from an equation using the Youth Risk Behavior Survey (YRBS) and a behavior score. The YRBS score is the average of nine questions based on violence, AODA, and safety type issues. The behavior score consists of out-of-school suspensions and expulsions divided by the total school enrollment, and converted to a rate per 1000 students. The behavior score and the YRBS average of nine key indicators each make up 50% of the total index. Individual school scores and the total state average are available in this index.
