Student Services/Prevention and Wellness MissionThe Evolution of a Vision for SchoolsIntroductionThe Student Services/Prevention and Wellness Team (SSPW) is part of the Division for Learning Support: Equity and Advocacy, within the Wisconsin Department of Public Instruction (DPI). The SSPW Team is dedicated to working with school districts, the twelve respective cooperative educational service agencies (CESAs), and others throughout the state to support comprehensive school health programs that maintain and improve the health, safety, and well-being of students. The team provides in-services, training, and technical assistance in the development and implementation of programs and services that help students in their social, personal, health, educational, and career development. Included are school counseling, nursing, psychology and social work; alcohol and other drug abuse; alcohol and traffic safety; AIDS/HIV; school-age parents; and children-at-risk. A variety of prevention education programs are administered by this team, and comprehensive school health program initiatives are promoted.
In 1995, the SSPW team wrote and published A Framework for Student Services Prevention and Wellness Programs. The document served as an initial resource for schools to assist in their local planning and program development around the health, safety, and well-being of their students. The document was intended to serve as a sense-maker for schools that were interested and involved in restructuring their efforts to provide students opportunities to maximize their learning potentials.
Since the first printing of the Framework document, it has been
retitled: Wisconsin's Framework for Comprehensive School Health
Programs: An Integrated Approach. The Framework describes a
multi-strategy approach which addresses the entire range of youth
risk behaviors and promotes the health, well-being, and positive
development of students and other members of the school-community
as an integral part of a school's mission. It is a collection of
empirically supported strategies organized into six components which
are most effective and efficient when implemented in a connected and
integrated manner. These components are included in the Framework to describe
the comprehensive capacity to reach and meet the needs of all students
throughout their school careers. These six components are:
