Wisconsin's State Performance Plan


2005-2006 through 2010-2011


The State Performance Plan (SPP) represents the Department of Public Instruction's (DPI) six-year plan for improving outcomes of children with disabilities in Wisconsin. The SPP also supports the goals of the New Wisconsin Promise - our commitment to ensure the opportunity of a quality education for every child. This flowchart depicts how the 20 indicators in the SPP (SPP-green boxes) are aligned with the goals of the New Wisconsin Promise (NWP-blue boxes).

The United States Department of Education, Office of Special Education Programs (OSEP) monitors the DPI using quantifiable indicators in each of three priority areas:

  1. Provision of a free appropriate public education in the least restrictive environment.
  1. State exercise of general supervisory authority, including child find, effective monitoring, the use of resolution sessions, mediation, voluntary binding arbitration, and a system of transition services.
  1. Disproportionate representation of racial and ethnic groups in special education and related services, to the extent the representation is the result of inappropriate identification.

The Individuals with Disabilities Act (IDEA) of 2004 requires DPI to have in place a SPP that evaluates the State's efforts to implement the requirements and purposes of IDEA and describes how the State will improve performance. As part of the SPP, DPI, with stakeholder input, set measurable and rigorous targets for indicators established by OSEP under the priority areas. For indicators related to compliance, OSEP set the target at 100%. For indicators related to disproportionate representation of racial and ethnic groups, OSEP set the target at 0%.

DPI will focus its work during the next six years on activities related to the indicators in the SPP to improve outcomes for children with disabilities. Using the indicators and targets, DPI will measure and report on the State's progress in an Annual Performance Report (APR). DPI will report annually to the public on the performance of each local educational agency (LEA) located in the state on the targets in the SPP.
