SPP: Public Agency Procedural Compliance Self-Assessment![]() Conducting the Self-AssessmentSamplingThe procedural compliance self-assessment uses sampling techniques in part to develop a data set. Several random samples are used in the self-assessment: evaluations; IEPs; secondary transition; and discipline. The directions for creating each sample are in Appendix C of the Special Education Procedural Compliance Self-Assessment Manual. Sampling is used as a cost-effective method of assessing a public agency's performance without reviewing information on every child. The information gathered is used to generalize from the sample to all children with disabilities served by the public agency. To increase precision, some samples have been "stratified" to ensure certain subgroups are adequately represented in the sample. For example, samples of IEPs and IEP team evaluations are stratified to ensure elementary, middle, and high school students are represented. A table for determining sample size is in Appendix D of the Special Education Procedural Compliance Self-Assessment Manual. Evaluating ComplianceCurrent school year IEPs, IEP team evaluations from the previous school year, public agency records, and interviews are used to conduct the self-assessment. Record review checklists have been developed by the WDPI for use with pupil records of students in the samples. The checklists contain requirements relevant for each sample. For example, there is a checklist of evaluation requirements for use with the sample of IEP team evaluations; a checklist of requirements relating to the development of IEPs for use with the IEP sample; and another checklist of secondary transition requirements for use with a sample of secondary students' records. Some requirements involve interviews of school staff or parents of students in the sample. Interview protocols are provided for these requirements. The interview protocols are used in conjunction with the IEP sample. Interview protocols and checklists appear in Appendix E of the Special Education Procedural Compliance Self-Assessment Manual. The WDPI has established evaluation standards and directions for each requirement in the self-assessment. The standards and directions are applied by the public agency staff in completing the self-assessment.
