IDEA Part B Flow-through Grants


Program Description: Funds under the Individuals with Disabilities Education Act are provided to school districts on an entitlement basis for programs and services to children with disabilities. Part B flow-through provides funds for special education services to children ages 3-21. Funds may be used for staffing, educational materials, equipment, and other costs to provide special education and related services, as well as supplementary aids and services, to children with disabilities. Funds may only be used for special education. Since summer school programs are not special education, funds may not be used for summer school programs. See Information Update Bulletin No. 96.07.

Who is Eligible to Apply: School Districts, DHFS and DOC

Amount of Funds Available: The entitlement amounts linked on the files below are for Wisconsin Local Educational Agencies (LEAs) share of Individuals With Disabilities Education Act (IDEA) Part B flow-through entitlement funding. Part B funds are distributed in accordance with an allocation formula. Each district generates a "base amount" with the base amount determined by the federal govenment equal to the December 1, 1998, child count. Additional funds are distributed based 85% on enrollment and 15% on poverty (Title I low income count). The column "200X-0X Entitlement" in the spreadsheet should be used for the FY200X-200X grant, plus the district's estimate of any carry-over up to 25% of the previous year's entitlement. If the district will carry-over an excess of 25% of its funds, a written request to the department must be submitted by September 30.

Application Due Date: The application process for entitlement funds is included as part of the local performance plan. The IDEA flow-through (including EIS) and preschool budget software can be accessed through the Special Education Portal. The expenditure of funds is not permissible prior to July 1 of the fiscal year or the date all parts of the local performance plan are received, whichever is later.

Fiscal Year Closeout: Final IDEA entitlement budget amendments are due July 15 after the close of the fiscal year (ie, 2007-2008 budgets must have final amendments submitted by July 15, 2008). Final claims must be submitted by September 30 after the close of the fiscal year (ie, 2007-2008 budget claims must be submitted by September 30, 2008).
