School districts are required to submit their membership reports to the state aids team on or before January 27. Therefore, nonresident districts must complete the 2nd Friday in January list on or before January 20, in order to allow resident school districts to submit their membership reports on time. A student should be reported as OE on the 2nd Friday in January list if the student has been continuously OE in the nonresident school district since the 3rd Friday in September and is in attendance as an OE student on the 2nd Friday in January. If the student is not in attendance on the 2nd Friday in January, the student is reported as open enrolled if the student has been continuously open enrolled since the third Friday in September and if the student attends the nonresident district under OE at least one day after the 2nd Friday in January. IMPORTANT: The 2nd Friday list in OPAL is provided as a convenience to facilitate communication between school districts for the 2nd Friday count. The 2nd Friday count is not used in any way to calculate OE payments. Thus, it is essential that the student be correctly reported on the 3rd Friday in September and that students who withdraw are reported on the Withdraw Student tab. This tab contains the names of students who are on the All Students list. This means that it includes some students who were not reported as OE on the 3rd Friday in September. Only students who were reported as OE on the 3rd Friday in September and are still OE should be reported as OE on the 2nd Friday in January. Once the nonresident district has made its entries, the resident district should go into the list and Agree or Disagree. If the resident district Disagrees, an email will be sent to the nonresident district. The districts must then consult and resolve the issue. Since additional year tuition waivers are not in OPAL, nonresident districts must report the names of AYTW students to resident districts manually.
