Subject – Senate Bill 2 and the Budget Bill
 
 
Both Senate Bill 2 and the budget bill, as introduced, contained proposed changes to the open enrollment 
application period and proposed exceptions to the application period.  
 
Those proposed changes were removed from the budget bill, because they were policy items contained in separate 
legislation.  
 
Senate Bill 2 passed the Senate and then passed the Assembly with amendments.  The Senate non-concurred with 
the Assembly amendments.   We are not aware of any plans for the Senate to take this bill up again.   
 
Therefore, there will not be any changes to the open enrollment application period and/or exceptions to the 
application period, at least in the foreseeable future.
