Subject - Denying Open Enrollment Applications for Habitual Truancy


As you probably know, 2009 Wisconsin Act 304 (attached) permits nonresident 
school districts to deny open enrollment to students who have been habitually 
truant from the nonresident school district.

That means that District A can deny only applications of students who have 
been habitually truant from District A.

Therefore, nonresident school districts should not request records of truancy 
from resident school districts and resident school districts should not send 
them if requested.
