This means that: --The new 2010-11 applicants were combined with continuing students from the 2009-10 school year to create the new 2010-11 All Students List. --The All Students List is the universe of possible students who may be open enrolled in the 2010-11 school year. The Actively Open Enrolled list is the list of students who actually transferred into or out of your district under open enrollment. --When you click initially on the green Students Tab from your Mailbox, you will be directed to the 2010-11 Transfers In Actively Open Enrolled List. This will initially be empty until a student has been reported as open enrolled (see below). If you need to view information about the 2009-10 school year or an earlier school year, select the school year from the drop-down list titled “Year.” --When you initially click on Applications, it will open into the 2011-12 school year and the page will be blank. If you wish to view information about 2010-11 applications or applications from an earlier school year, select the school year from the drop-down list titled “Year.” NONRESIDENT DISTRICTS: --In creating the 2010-11 All Students List, each 2009-10 student was advanced one grade and the seniors were dropped. If the student did not advance a grade, you can make a correction from the Change Enrollment tab (from the All Students list, click on the student’s grade. Click on Change Enrollment. Click on Edit. Save. The resident district will need to agree with the change.) If you have a returning senior, click on the Returns Tab and click Retain by the student’s name. This will return the student to the All Students list. --To report a student as open enrolled or not open enrolled, click on the 3rd Friday in September Tab. For each student click either “Open-Enrolled at [Nonresident District]” or “Not Open Enrolled at [Nonresident District]. If the student is in 4-year-old or 5-year-old kindergarten, you must enter an FTE of .5, .6, .8 or 1.0. SAVE. --“Open-Enrolled” means the student was attending the nonresident district under open enrollment on the third Friday in September OR at least one day before and one day after the third Friday in September. Students who attended on a day before the third Friday but are not in attendance on the third Friday cannot be reported as open enrolled until the student has attended again on a day after the third Friday. Any student who has not attended the nonresident district on or before the third Friday in September cannot open enroll. Any student who was attending the district, but not under open enrollment (for example, as a resident) should be reported as not OE. --Once a nonresident district has indicated that a student is open enrolled, the student will appear on the Actively Open Enrolled List as a transfer in for the nonresident district and a transfer out for the resident district. This occurs immediately and does not wait for the resident district to agree or disagree with the entry. --Once you have reported a student has been reported as open enrolled, go into the Special Ed tab to indicate each student’s special education status. SAVE. -- OPAL is only concerned with open enrolled students. If a student is not open enrolled, you simply report the student as not OE. Nothing else is required. If a student has moved into your district and is no longer open enrolled, do not submit a change of resident district for next year. Simply report the student as not OE on the third Friday. --The far right column is labeled “Res Agrees.” Initially, this column will show “n/a.” The resident district cannot agree or disagree until the nonresident district has made its entry. RESIDENT DISTRICTS: --Once a nonresident school district has made its entry in the third Friday list, you can agree or disagree with the entry. If possible, I recommend that you not check “disagree,” but contact the nonresident school district to resolve the issue. You cannot make an entry in the list until the nonresident district has made its entry. If the column shows “n/a,” it means that the nonresident district has not yet made its entry. Once you have made your entries, be sure to SAVE. --Your Transfer Out Actively Open Enrolled List will gradually fill up as nonresident districts report students as open enrolled. CHANGE IN RESIDENT DISTRICT: --If the resident school district is wrong, you must contact me to correct it. Do not use the Change Enrollment/Change Resident District for Next Year to indicate a change that is effective on or before the third Friday in September for this school year. LISTS WILL BE LOCKED: --The Third Friday in September list will be locked after September 27 (you can still make entries on September 27). After that day, nonresident districts can no longer make entries via the list; you must click on each student’s name individually to make the changes. However, please make every effort to get the information in the lists as soon as possible—resident districts rely on this information to submit their membership reports. You can begin entering Not OE right now for students you know will not be attending. As always, if you have questions, please contact one of us.
