State Special Education Expenditure Data


Effective the 1998-1999 fiscal year, the Department of Public Instruction required all districts to report special education expenditures using a set of pre-determined project codes. The new project code system created a standardized way for all districts to categorize special education expenditures by funding source. It is crucial to carefully take into account the project code designations when performing statistical analyses.

From FY(fiscal year) 1998-1999 through FY 2000-2001, the following set of project codes were used by districts to categorize their expenditures:

  • Project 011 - State Categorical Aid Aidable Cost
  • Project 019 - State Categorical Aid Non-Aidable Cost
  • Project 091 - State Categorical Aid Cost Reimbursable from CESA
  • Project 092 - State Categorical Aid Cost Reimbursable from CCDEB
  • Project 340 - State Categorical Aid Cost Reimbursable by Federal IDEA Monies
  • Project 599 - State Categorical Aid Cost Reimbursable by Other Grants

From FY 2001-2002 to the present, the following sets of project codes have been used:

  • Project 011 - State Categorical Aid Aidable Cost
  • Project 019 - State Categorical Aid Non-Aidable Cost
  • Project 091 - State Categorical Aid Cost Reimbursable from CESA
  • Project 092 - State Categorical Aid Cost Reimbursable from CCDEB
  • Project 315 - State Categorical Aid Cost Reimbursable by State Grants From Another School District
  • Project 317 - State Categorical Aid Cost Reimbursable by Federal Grants From Another School District
  • Project 340 - State Categorical Aid Cost Reimbursable by Direct Federal IDEA Monies
  • Project 515 - State Categorical Aid Cost Reimbursable by State Grants From a CESA and/or CCDEB
  • Project 517 - State Categorical Aid Cost Reimbursable by Federal Grants From a CESA and/or CCDEB
  • Project 599 - State Categorical Aid Cost Reimbursable by Other Direct Grants

Function 400000 total cost is considered duplicative cost except for Function 480000.

Cost measures, by themselves, cannot indicate the extent or quality of a particular district's educational program. Users of this data are encouraged to pursue the reasons for cost differences between districts.

For years prior to 2006-07, all special education data files are in Microsoft Excel formatExcel document. To access the file, click on the alphabet range that contains the first letter of the school district name. Once the document is opened in Excel, click on the "Edit" pull down menu, click on "Find" and type in the name of your district. This procedure takes you directly to a specific district's data.
