Letter to School District Administrators - Miscellaneous itemsDate: May 27, 2005 To: School District Administrators From: David Carlson, Director School Financial Services Team Re: Final 2004-2005 Revenue Limit Calculation Final 2004-2005 General Aid Eligibility Final 2004-2005 Special Education Aid Eligibility School Aid (Spring) Equalized Values 2004-2005 Group and Foster Home Membership Adjustments 2004-2005 Budget Report Data and July 1 Aid Estimate Upcoming Events and Mailings to Districts Routing of Information in this Mailing Please route this information to appropriate district staff. Note that districts will be receiving only one paper copy of this information. However, all of the material in this mailing is posted to the teams website. At the end of this letter is a Contents Summary that identifies where this mailings information can be found on the teams website. This letter and the "Contents Summary" will also be posted under "Late Breaking Information" on the team's website. Final 2004-2005 Revenue Limit Calculation Enclosed is your district's 2004-2005 final revenue limit computation using data on file at the department as of May 20, 2005. Revenue limit penalties, if any, are noted below line 20 of the worksheet and reduce the June equalization aid payment to your district. Also enclosed is a worksheet that calculates your districts revenue limit membership for the 2004-2005 school year. Please contact one of the School Financial Services Team staff listed below should you have questions. 2004-2005 Final Aid Eligibility Final eligibility for 2004-2005 general aid has been calculated using audited 2003-2004 annual report data and final state guarantees. Enclosed are your district's final 2004-2005 equalization aid worksheet and a final general aid adjustment summary sheet comparing the October 15, 2004 estimated eligibility to actual final eligibility. Note that there are adjustments for not only equalization aid eligibility but also for the intra-district, inter-district, special adjustment and charter school programs. Also enclosed is a membership worksheet that was used in the calculation of final aid eligibility. This information will also be posted to the team's website under "Late Breaking Information." By statute, the aid adjustment amount is added to or subtracted from your district's September equalization aid payment (payment date is September 19). When your district's general aid payment is certified on October 15, 2005, the 2004-2005 aid difference will be included as an adjustment to your estimated aid eligibility. Please contact one of the School Financial Services staff listed below should you have questions. 2004-2005 Final Special Education Aid Eligibility Enclosed in this mailing is a cover letter and a worksheet calculation of your district's 2004-2005 final special education categorical aid eligibility. This information is also available on the "Special Education Aid" link on the left hand scan bar of the finance team's website. School Aid (Spring) Equalized Values This mailing also includes two copies of your districts 2004 School Aid (Spring) Equalized Values. These values will be used in the calculation of your districts 2005-2006 equalization aid. Please forward the district clerk copy to your districts school board clerk. This information is also located under "Property Valuation" on the left hand scan bar link. 2004-2005 Group and Foster Home Membership Adjustments Districts may amend their 2004-2005 pupil count due to pupils residing in Group and Foster Homes. Enclosed are a cover letter and a copy of PI 1589 which is used to report these membership adjustments. This information is also available under the Group and Foster link on the left hand scan bar of the finance teams website. July 1 Aid Estimate and 2004-2005 Budget Data Each year by July 1 the department is required to provide each school district with an aid estimate for the next fiscal year based upon the best data available on file at the department. Shared cost data for this aid estimate will be taken from the PI 1504 (SAFR) Budget Report. Please ensure that your districts budget report data reflects any budget amendments approved by your school board. Districts can view their budget report data on the Internet including a calculation of shared cost generated from the budget report located at: Upcoming Events and Mailings to Districts
