Important Dates

Please route all of the following information to the individual(s) who will complete the above referenced Internet based reports. Note that districts will be receiving only one paper copy of this information. However, all of the material in this mailing except the Foster and Group Home Information (for selected districts only) is posted to the team’s web site under “Late Breaking Information.”

PI 1505 AC (Aid Certification) Report — Due August 27, 2004

School districts will again file two reports to comply with Wisconsin State Statute 120.18. The first report, PI 1505 AC, will be filed electronically using an Internet based reporting program. School district financial data collected on PI 1505 AC will be used to calculate each school district’s October 15 aid eligibility. To access the revised PI 1505 AC report program, go to the “School Finance Reporting Portal” and to your district’s home page. The revised PI 1505 AC program is found under “Financial Data Home.” To access the PI 1505 AC changes and reporting instructions go to the link “Reporting Instructions — All Reports” on the team’s home page.

School districts submitting PI 1505 AC data after the Friday, August 27 due date will receive their September 20 equalization aid payment not earlier than October 18th. The School Financial Services Team will maintain an activity report on its web site within the reporting portal listing each school district with the dates that the PI 1505 AC (Aid Certification), PI 1505 Full Financial Annual Report and PI 1506 AC (Aid Certification) Reports have been received and processed by the department. To find the activity report, go the School Financial Services home page, select “School Finance Reporting Portal,” then “All-District Reports,” then “Administrative,” and “Data Activity Reports.”

It is important that district auditors agree with the data submitted on the PI 1505 AC prior to district submission of that data. Auditors will be required to electronically verify the data submitted by the district using an Internet based reporting program entitled, “PI 1506 AC (Aid Certification) Report.” The auditor report is due no later than September 10th.

PI 1505 Full Financial Annual Report — Due October 1, 2004

The PI 1505 Full Financial Annual Report is the second required report and is located in the Reporting Portal. The data collected on this report will be used to calculate district final aid eligibility in May, 2005. To access the PI 1505 Annual Report program, go to the “School Finance Reporting Portal” and to your district’s home page. The PI 1505 Annual Report program is found under “Financial Data Home.” To access the PI 1505 information and reporting instructions go to the link “Reporting Instructions — All Reports” on the team’s home page.

2003-2004 Transportation Report - Due August 2, Calendar Report - Due August 2, Census Report - Due August 27, Summer School Report - Due September 24

Districts will note that the new PI 1505 SAFR Annual Report program no longer contains the non-financial data found in the old DOS based program. The team moved the transportation data submission to a separate report two years ago. The PI 1547 Transportation, School Calendar and School Census Reports are located within the reporting portal under the district’s “Non Financial Data Home.” The PI 1804/1805 Summer School Reports will be Internet reporting programs and are currently under development. They will be available for district data input in August. Please contact one of the school finance consultants should you have questions about any of the above reports.

2003-2004 PI 1505 SE - Special Education Annual Report — Due September 3, 2004

Districts will again be required to submit their special education fiscal data using the PI 1505 SE report program that has already been installed on a district computer. A desktop icon should have been created upon installation. If you do not have the program installed, it can be downloaded and installed from the Internet at dpi.wi.us/sfs/speced.html.

To access PI 1505 SE Report information go to the “School Finance Reporting Portal” located at dpi.wi.us/sfs/index.html. The “Reporting Instructions — All Reports” link is located just below the portal link. Next go to the “PI 1505 SE Special Education Data” link.

Again this year, your district’s special education teacher and staff licensure information is available on the team’s website. Click on the “School Finance Reporting Portal” link and input your district name or number. Click on the “Special Education Licensure Information” link under “Related Links” on the left hand scan bar. Input your district ID and password. There you may find three listings of licenses for your district: “School Age Parent Educators,” “Educators Without Valid Licenses,” and your district’s “Educators with Valid Licenses.” This information is important for special education aid eligibility and is used by your district’s auditors in the PI 1506 AC process.

Districts will be required to submit their 2003-2004 special education annual report data file electronically as an attachment to an e-mail message. Send the special education data file to *DPIsfsreports@dpi.wi.gov. Indicate on the subject line the name of the district and the title of the report, “PI 1505 SE Annual Report.”

Debt Amortization Schedules Report

The School Financial Services Team is required by law (ss.120.115 Wis. Stats.) to collect school district debt data. Presently this is done by districts following the procedures found under the left hand scan bar link entitled “Debt Reporting.” This procedure will continue to be used through the summer of 2004. However, the team has developed a replacement reporting program that the team believes will facilitate better and easier reporting of debt data. Implementation of this new program will officially begin in October at which time school districts will be contacted.

This new program is presently located within the reporting portal on your district’s home page should you wish to begin to enter data now. It is entitled “Debt Home” and is found under the “Financial Data Home” link. Please contact one of the school finance consultants should you have questions or need assistance.

Tuition Worksheets

Updated tuition worksheets are available in Excel spreadsheet format on the School Financial Services Team web site at dpi.wi.us/sfs/tuit_st.html or on the “Tuition” link on the left hand scan bar. The 2003-2004 state tuition claims (PI 1524) must be submitted to the department by October 1 as a file attachment to an e-mail message. Send the PI 1524 State Tuition data file to *DPIsfsreports@dpi.wi.gov. Indicate on the subject line the name of the district and the title of the report, “PI 1524 State Tuition Claim.”

Foster and Group Home Information - Due August 6

Some districts will receive in this mailing a "Membership Adjustments - Group and Foster Home Residents" worksheet. This worksheet lists students claimed by other districts for additional membership count. According to information provided by these districts, the named student(s) previously attended your district. Please complete and return this worksheet by Friday August 6, 2004. Indicate in column H if the named student was a member and was counted for membership on the count day shown in Column G. If the student was not counted for membership on that count day, mark "no" in column H and return the form to the department. If the student was counted for membership as indicated in column G, mark "yes" in column H and indicate in column I the number of days the student(s) was a member in your district. For example, if a named student was counted for membership by your district on the January count day (Column G) and remained a member for 25 days in the second semester before leaving, indicate "yes" in Column H and “25” in column I. Budget/Annual (SAFR) Reports / Membership Report - Summer Workshops

Enclosed is an announcement of a series of summer workshops designed to assist district staff with both the required Annual/Budget report and the PI-1563 Pupil Count report. These workshops will run concurrently at various locations throughout the state. There is no charge for these workshops but district staff must register to attend. Information about these workshops is also available on the team’s web site under “Late Breaking Information.”

Refer to the enclosed brochure and distribute to appropriate district staff.
