July 18, 2006 Letter to CESA/CCDEB AuditorsDate: July 18, 2006 To: CESA/CCDEB Auditors From: Kathy Guralski, School Finance Auditor Re: Information required for 2005-2006 CESA/CCDEB Audits Change in required due date for Audited financial statements The due date for filing the audited financial statements, single audit reports and management letter has been changed to December 1. Reports not received by the December 1 date will result in letters being sent to both the CESAs administrator and board. REMINDER: Audited financial statements may be filed electronically by attaching a PDF file to an e-mail and forwarding it to auditreports@dpi.wi.gov. Only send electronic files in PDF format to avoid any changes to data. This will also reduce postage and copying cost. Special Education (Fund 27) Licensure Listings Same as last year, all individuals identified on the No Valid License listing, all salaries, benefits and the CESA/CCDEB account code charged (including Fund, Function and Project Code) must be provided to the Department via email as an excel file attachment. Any additional questioned cost is to be included on the same excel file as the No Valid License listing. Even when your CESA/CCDEB has no No Valid License listing, the excel spreadsheet will be available for additional questioned cost. This file should be emailed to *dpisfsreports@dpi.wi.gov. Written representation from appropriate district personnel relating to special education questioned costs are to be e-mailed or faxed to Bev Kraus at Beverly.kraus@dpi.wi.gov or (fax) 608-266-2840. The special education audit program has been updated to reflect these procedures. For a complete discussion of requirements relating to this reporting process click on the Audit/Auditor link from our Finance Team homepage at: http://dpi.wi.gov/sfs/ Auditors will access the special education licensure listings (Valid, No-Valid, School Age Parent) for the CESA/CCDEB they are auditing from our internet website. These listings may be accessed by clicking on the School Finance Reporting Portal link from our Finance Team homepage (see above) and then entering your DPI assigned ID and Password. When downloading into excel you will notice that columns have been added in the No Valid License the district for the individuals identified. Columns have also been added for additional questioned costs. You will have to adjust your print settings in order to print the listings on one page. User Name and Passwords User name and passwords for auditors have not changed from last year. This information is necessary for you to be able to access Special Education (Fund 27) Licensure Listings required for your testing of Special Education categorical aid. You must notify us of any CESA/CCDEB you have been engaged to audit this year which you did not audit last year. If any of the information displayed after logging in is incorrect, please notify Kathy Guralski at 608/266-3862 or kathryn.Guralski@dpi.wi.gov. Form PI-1505-SE Special Education Categorical Aid Claim CESA/CCDEB(s) will be required to file their Form PI-1505 SE by September 1, 2006 so that auditors will have time to test the claim before filing their PI-1506 and excel file with the Department. Form PI-1506 Auditors will be required to file Form PI-1506 CESA/CCDEB by September 15, 2006. This form will be available on our internet website by clicking on the PI Forms scan bar link of our Finance Team homepage (see above) and selecting the PI-1506 CESA/CCDEB link. 2005-06 Annual Report CESA/CCDEB(s) are required to file a signature page and annual report with the DPI. These forms are available on our internet website by clicking on the CESA/CCDEB scan bar link of our Finance Team homepage (see above). Information regarding the following topics will be available on our internet website by clicking on the Audit/Auditor Info scan bar link of our Finance Team homepage: State Aids Register July 18, 2006 DPI Report Card (Status & Deadlines) New this year, The School Financial Services Team has developed an organizational and accountability tool that we believe will help both CESA/CCDEBs and the finance team. We call it the Reporting Report Card. By logging into the School Financial Services Portal and logging into a specific CESA/CCDEB you can access all required reports and the status of their submission by clicking on the Status & Deadlineslink. Reports submitted online either by the CESA/CCDEB or auditor will be logged as received on a real-time basis while other reports submitted in paper form will be logged upon receipt. This letter is sent ONLY to the contact person listed as CESA/CCDEB Auditor per DPI records. Please forward this information to all auditors within your firm currently performing CESA/CCDEB audits.
