Please route all of the following information to the individual(s) who will complete the Internet based PI 1505 (AC) Aid Certification Report, the PI 1505 Full Financial Annual Report and the PI 1505 SE Special Education Report (Fund 27) for your district. Note that districts will be receiving only one paper copy of this information. Due to budget cuts, duplicate copies to business managers and other business office staff have been eliminated. However, all of the material in this mailing except the Foster and Group Home Information (for selected districts only) is posted to the team's website.
PI 1505 AC (Aid Certification) Report - Due August 29, 2003
School districts will again file two reports to comply with Wisconsin State Statute 120.18. The first report, PI 1505 AC, will be filed electronically using an Internet based reporting program. School district financial data collected on PI 1505 AC will be used to calculate each school district's October 15 aid eligibility. Therefore, it is important that district auditors agree with the data submitted on the PI 1505 AC prior to district submission of that data. Auditors will be required to electronically verify the data submitted by the district using an Internet based reporting program entitled, "PI 1506 AC (Aid Certification) Report." The auditor report is due no later than September 12th. To access the PI 1505 AC report program, go to the "School Finance Reporting Portal" at dpi.wi.us/sfs/index.html. The "Reporting Instructions - PI 1505 AC Data" link is located just below the portal link.
School districts submitting PI 1505 AC data after the Friday, August 29 due date will receive their September 15 equalization aid payment on October 13th. The School Financial Services Team will maintain a webpage on its website under the scan bar link "Annual Report (2002-2003)" listing each school district with the dates that the PI 1505 AC (Aid Certification), PI 1505 Full Financial Annual Report and PI 1506 AC (Aid Certification) Reports have been received and processed by the department.
PI 1505 Full Financial Annual Report - Due October 1, 2003
The PI 1505 Full Financial Annual Report is the second required report and is the DOS based program that districts have used in prior years. The data collected on this report will be used to calculate various categorical aids and will also be used to calculate district final aid eligibility in June 2004. Districts will download the PI 1505 Full Financial Annual Report Program from the Internet instead of receiving a copy of the program on a diskette. To access the PI 1505 Full Financial Annual Report and instructions go to the "School Finance Reporting Portal" at dpi.wi.us/sfs/index.html. The "Reporting Instructions - PI 1505 Full Financial Annual Report Data" link is located just below the portal link.
Enclosed are the additional items to be used for filing the required 2002-2003 PI 1505 Full Financial Annual Report for your school district:
- One (1) Annual Report Signature Page. The signature page must be mailed to the department with a copy kept on file at the district.
- Annual Report Data Entries. The Annual Report Data Entries for your district can be found on the team's website under "Late Breaking News." The document is a listing of your district's data by account code as it currently appears on file with the department. The PI 1505 Annual Report data file that is sent to the department should match the data by account on the listing. Districts should use the checklist to reconcile differences between the district's data and department data. For the 2002-2003 Annual Report, districts do not need to send the listing to the department as has been done in prior fiscal years.
- Reminder: pupil transportation count data is now reported using the PI 1547 Internet application located within the reporting portal; it is no longer collected as a data table within the PI 1505 Annual Report. To access the PI 1547 Pupil Transportation Report and instructions go to the "School Finance Reporting Portal" at dpi.wi.us/sfs/index.html. The "Reporting Instructions - Pupil Transportation Data" link is located just below the portal link. The due date for this report is October 1.
- Data File Submission. For the 2002-2003 Annual Report districts will be required to submit their data file electronically as an attachment to an e-mail message. Send the annual report ".bin" and ".add" files to: *DPIsfsreports@dpi.wi.gov. Indicate on the subject line the name of the district and title of the report, "PI 1505 Annual Report." Districts will still need to send by mail the signature page. Note that the e-mail address needs the asterisk at the beginning of the address and with all e-mail or website addresses, there is no period at the end of the address.
2002-2003 PI 1505 SE - Special Education Annual Report - Due September 5
Districts will again be required to submit their special education fiscal data using the PI 1505 SE report program that has already been installed on a district computer. A desktop icon should have been created upon installation. If you do not have the program installed, it can be downloaded and installed from the Internet at dpi.wi.us/sfs/speced.html.
To access PI 1505 SE Report information go to the "School Finance Reporting Portal" located at dpi.state.wi.us/sfs/index.html. The "Reporting Instructions - PI 1505 SE Special Education Data" link is located just below the portal link.
For the first, time your district's special education teacher and staff licensure information is now available on the team's website. Click on the "School Finance Reporting Portal" link and input your district ID and Password. Click on the "Financial Data Home" link and then the "Special Education Licensure Information" link at the bottom of the page. There you may find three listings of licenses for your district: "School Age Parent Educators" (only if your district has them), "Educators Without Valid Licenses" (only if you have educators with invalid licenses), and your district's "Educators with Valid Licenses." This information is important for special education aid eligibility and is used by your district's auditors in the PI 1506 AC process.
Districts will be required to submit their 2002-2003 special education report data file electronically as an attachment to an e-mail message. Send the special education data file to: *DPIsfsreports@dpi.wi.gov. Indicate on the subject line the name of the district and the title of the report, "PI 1505 SE Annual Report."
Tuition Worksheets
Updated tuition worksheets are available in Excel spreadsheet format on the School Financial Services Team website at: dpi.wi.us/sfs/tuition.html. The 2002-2003 state tuition claims (PI 1524) must be submitted to the department by October 1 as a file attachment to an e-mail message. Send the PI 1524 State Tuition data file to: *DPIsfsreports@dpi.wi.gov. Indicate on the subject line the name of the district and the title of the report, "PI 1524 State Tuition Claim."
Foster and Group Home Information
Some districts will receive in this mailing a "Membership Adjustments - Group and Foster Home Residents" worksheet. This worksheet lists students claimed by other districts for additional membership count. According to information provided by these districts, the named student(s) previously attended your district. Please complete and return this worksheet by Friday August 8, 2003. Indicate in column H if the named student was a member and was counted for membership on the count day shown in Column G. If the student was not counted for membership on that count day, simply mark "no" in column H and return the form to the department. If the student was counted for membership as indicated in column G, mark "yes" in column H and indicate in column I the number of days the student(s) was a member in your district. For example, if a named student was counted for membership by your district on the January count day (Column G) and remained a member for 25 days in the second semester before leaving, indicate "yes" in Column H and "25" in column I. Return the completed form to the Delores Butler, Finance Specialist. Should there be questions, contact Jerry Landmark at (608) 266-3464.
School Aid Financial Report (SAFR) Summer Workshops
Beginning with the 2003-2004 fiscal year, school districts will submit their PI 1504 Budget Report data using an Internet application. This new report replaces the DOS based budget report diskette program that has been used in prior years. Enclosed is an announcement of a series of summer workshops designed to assist district staff with the new report submission requirements. There is no charge for these workshops but district staff must register to attend. Information about these workshops is also available on the team's website under "Late Breaking News" at dpi.wi.us/sfs/index.html.
