WISCAT license renewals are not automatic and libraries must submit a new order each year to have access to WISCAT.
WISCAT is a fully featured, highly customizable tool that allows resource sharing from Wisconsin's libraries as well as from libraries across the United States and Canada. Licensing is administered by the Resources for Libraries & Lifelong Learning (RL&LL) team.
Individual Libraries
The 2012 WISCAT membership license fee is $200 per individual library login code. All WISCAT resource sharing functions are included in the $200 annual membership fee. These features include:
- Customizing search and display screen options (i.e. scoping or holdings sorting)
- Adding, changing, or deleting holdings interactively in the Web union catalog
- Downloading MARC records
- Creating and submitting electronic interlibrary loan requests
- Creating and printing a formatted ILL request from the union catalog for submission via mail or fax
- Managing interlibrary loan requests
- Checking the status of individual ILL requests by either library staff or patrons
- Authorizing patron-initiated interlibrary loan requests
- Reviewing or printing interlibrary loan reports and statistics
- Requests not filled by a Wisconsin library can then be forwarded to libraries outside Wisconsin!
There is no cost for making a library's local catalog accessible through the WISCAT Z39.50 Gateway. There is no fee for participating in resource sharing as a "Lender Only" for filling interlibrary loan requests, either using the WISCAT interlibrary loan software or via email.
This license applies to each individual public library system, county library or county library branch, public library, school district, public or private school library media center (elementary, middle or high school), academic library, Wisconsin Technical College System campus library, special library, or other type of library. Branches of a city public library do not need to obtain a separate license if the main city library has purchased a license.

Membership for libraries using ILLiad interlibrary loan management software and ILL Clearinghouses
WISCAT offers three membership and licensing options for:
- OCLC libraries using ILLiad who want to establish a ISO ILL connection directly to WISCAT, and
- county interlibrary loan clearinghouses.
The ISO ILL standard allows for WISCAT, WorldCat Resource Sharing (WCRS), and ILLiad to working together. These membership options are intended to encourage sharing of resources across software platforms and interconnectivity to improve service to Wisconsin's residents. RL&LL will work to implement inter-platform connection to the extent the technology is supported by both software vendors and the ISO ILL standard protocol.
These options were proposed by a committee of public library system representatives and the RL&LL staff, November 2010. Suggestions were then discussed at a meeting of the System and Resource Library Administrators' Association of Wisconsin (SRLAAW). The policy was then adopted.
- Individual libraries using ILLiad (or another interlibrary loan management software) which want to directly send requests to WISCAT libraries are required to be WISCAT members. Currently that member fee is $200 per year.
- Public library systems using ILLiad (or another interlibrary loan management software) to refer requests on behalf of multiple libraries to WISCAT do not need to be full members. These systems need to contribute only an annual connection fee. That fee is currently $300 per year.
- For county library interlibrary loan clearinghouses that want to create requests on behalf of their own member libraries, the annual membership fee will be based on the following tiered fee structure:
- $300 for up to five libraries served,
- $600 for six-ten libraries served,
- $900 for eleven-fifteen libraries served, and
- $1000 for over sixteen libraries served.
