WI Library Services and Technology Act (LSTA)The Library Services and Technology Act (LSTA) is the federal grant program for libraries in Wisconsin. The Wisconsin Department of Public Instruction's Division for Libraries and Technology implements the "Grants to States" program on behalf of public libraries in Wisconsin. The LSTA program is administered at the federal level by the Institute of Museum and Library Services (IMLS). The Grants to States Program is the largest grant program run by IMLS; it provides funds to State Library Administrative Agencies (SLAAs) using a population-based formula. SLAAs may use federal funds to support statewide initiatives and services; they also may distribute the funds through a sub-grant competition. LSTA Advisory Committee members are appointed by the State Superintendent of Public Instruction to serve staggered three-year terms. The primary responsibilities of the committee are to advise the State Superintendent and the Division for Libraries and Technology on the development of the long-range plan for LSTA; establishment of the annual grant criteria, priorities, and categories; grant applications and grant awards; and evaluation of the LSTA grant program. a href="pdf/guide12.pdf">LSTA Information and Guidelines for the grant application and award process are developed annually.
