- Library Technology Guides.
- Very good, detailed site with a variety of technology subjects including automation trends, bibliography, news releases, etc. Maintained by Marshall Breeding, Vanderbilt U.
- Library Automation Resources.
- Another good site with topical areas that include resources, articles, publications, organizations, conferences and a glossary.
- ALA TechSource.
- Has library technology news, technology-related features, and succinct articles. Includes a searchable archive for ALA-related technology publications.
- Top Technology Trends.
- At each ALA conference since 1999 a group of LITA members meet to discuss what they believe to be the top technology trends librarians should be watching. Arranged by topic and conference with a good bibliography.
- These Emerging Technologies Will Change Public Libraries.
- Identifies 10 technologies that will change library service. A summary of an article by John Guscott, that appeared in the Spring/Summer 2001 issue of Library Futures Quarterly.
- PLA Tech Notes.
- Good, succinct reviews from PLA on about 20 technology topics including metadata, wireless networks, filtering, etc.
- Library Technology Planning.
- For most E-rate discounts, public libraries need a technology plan. This page has an outline of the process and a list of references where more information can be found.

- Electronic Statistics: Counting Crows.
- This PLA Tech Note provides good, basic information on the subject. Includes a bibliography.

- These are guidelines from the International Coalition of Library Consortia (ICOLC).
- Gates Foundation - Libraries.
- The foundation is dedicated to partnering with public libraries to bring access to computers, the Internet, and digital information for patrons in low-income communities.

- Has considerable information on a variety of PC and networking security issues.
E-rate Program
- E-rate: Schools and Libraries Division (SLD).
- The SLD manages the E-rate program which provides public libraries and K-12 schools with discounts on their telecommunication, Internet and some internal networking costs.
- E-Rate Central.
- Good site that provides schools and libraries with a wealth of E-rate information.
- Comments of the ALA before the FCC's E-rate Public Forum.
- Comments made by ALA at the May 2003 E-rate Forum related to improving administration of the E-rate program.

- A research initiative at Carnegie Mellon U. that studies how multimedia digital libraries can be established and used.
- Digital Libraries Initiative.
- The initiative's focus is to advance the means to collect, store, and organize information in digital forms, and make it available for searching, retrieval, and processing. Coordinated by the U of Illinois at Urbana-Champaign, and supported by a supplemental grant from the NSF.

- A discussion group that provides a forum for the analysis of topics such as copyright law and policy, technologies, and federal information law and policies.
- Internet Digital Rights Management (IDRM).
- IDRM is an IRTF (Internet Research Task Force) Research Group formed to research issue and technologies relating to Digital Rights Management (DRM) on the Internet.

- Epublishing: Ebooks.
- Good site with topics on publishers, ebook devices, marketing, etc. Also has a section on the latest Epublishing news.
- Open eBook Forum.
- The forum is the leading trade and standards organization for the electronic publishing industry.
- Stakeholders and Standards in the E-book Ecology.
- Very detailed and interesting article from Karen Coyle.
- eContent.
- This PLA Tech Note provides a good, succinct overview on E-books. Includes a bibliography.

- Info Filters Project.
- This project was begun to provide librarians and others with timely and accurate reviews of Internet resources.
- Internet Cataloging Project.
- This project initiates a nationwide, coordinated effort among libraries and institutions of higher education to create, implement, test, and evaluate a searchable database of USMARC records, complete with electronic location and access information (USMARC field 856), for Internet accessible materials. An OCLC project.
- Internet Law Library.
- Site features summaries of court decisions shaping the law of the Web in areas like first amendment rights, copyright, other intellectual property issues, spamming, etc.
- Securing Netscape in the Public Library and Securing IE in the Public Library.
- Both are good pages with detailed instructions on using Netscape or IE in a public setting.
- As We May Think.
- The classic article, authored by Vannevar Bush, that envisioned a Web-like way to access information. It originally appeared in the July 1945 issue of The Atlantic Monthly.
CIPA, Filtering and "Safe Surfing" Issues in Public Libraries

Children's Internet Protection Act (CIPA).
- The federal legislation that requires libraries receiving LSTA funds for computers or Internet access, or E-rate funds to use "technology protection measures" (i.e. filters) on Net connected workstations.
- FCC CIPA Regulations: April 2001 and July 2003.
- These are the FCC regulations on how schools and libraries are to comply with CIPA. Many of the initial April 2001 regulations are still valid. The July 2003 regulations reflect changes needed per the
Supreme Court's June 2003 ruling that CIPA is Constitutional.

- Filtering the Internet in American Public Libraries: Sliding Down the Slippery Slope.
- An article that examines positions taken by the ALA and others and reviews the choices and consequences of various filtering products. Published in First Monday in 1997 but still useful.

- Good, detailed legal analysis from Mary Minow.
- Sites Blocked by Internet Filtering Programs.
- Very good and detailed report that is part of the background documents for the ACLU suit against CIPA.

- This article examines the conflict that cyberporn raises between the mission of libraries, the rights of library patrons, and the law. Published in First Monday, July 2000.

- Includes practical guidelines for librarians and library trustees. From NCLIS.
- The Internet Advocate.
- A good review of the issues and concerns related to Net access by children and youth. Offers tips and suggestions when confronting this issue.

- The center is a public interest organization who's mission is to develop and advocate public policies that advance constitutional civil liberties and democratic values in new computer and communications technologies.
- Coalition for Networked Information.
- CNI works on a wide range of issues related to developing networked content,
transforming organizations and individuals and building technology, standards and infrastructure.
- Computer Professionals for Social Responsibility.
- A public-interest alliance of computer scientists and others concerned about the impact of computer technology on society.
- Digital Divide Network.
- The Digital Divide Network (DDN) tackles the growing gap between those who have access to technology and information skills and those who do not through a powerful knowledge network. Coordinated by the Benton Foundation.
- EDUCAUSE.
- EDUCAUSE helps shape and enable transformational change in higher education through the introduction, use, and management of information resources and technologies.
- Electronic Frontier Foundation (EFF).
- The EFF is a non-profit civil liberties organization working in the public interest to protect privacy, free expression, and access to public resources and information online.

- National Information Standards Organization.
- NISO develops and promotes technical standards used in a wide variety of library and other information services.

- Good, detailed report from the Colorado State Library. Much of the data probably relevant in other states too.
- Public Library Internet Services: Impacts on the Digital Divide.
- Detailed report from Bertot and McClure on the role of public libraries in bridging the Digital Divide.
- Digital Divide and Libraries: Equity and the Internet.
- A bibliography with over 100 links to a variety of sites related to the digital divide and libraries.
- Community Technology Centers' Network (CTCNet).
- CTCNet is a leading advocate of equitable access to computers and related technologies.
- DigitalDivide.org.
- Created by researchers at Harvard U and MIT Media Lab, DigitalDivide.org is designed to encourage interaction of "action researchers" who are working with governments, businesses, NGOs and other organizations to shape new policies.
- A Nation Online: How Americans Are Expanding Their Use of the Internet.
- This 2002 report, from the NTIA, is based on the 2001 Census Bureau's Current Population Survey of 57,000 households and more than 137,000 individuals across the U.S.
- Second Level Digital Divide: Differences in People's Online Skills.
- A paper that redefines the digital divide by looking at differences in people's online skills.
- Americans in the Information Age: Falling Through the Net.
- The fourth report (Oct. 2000) on the telecommunications and information technology gap in America. It includes links to the previous studies. From the NTIA.

A report from the FCC on nationwide broadband access (2003).
The five reports below are older but many are still of interest, especially in relation to the level of Internet access and the issues and problems encountered in getting access.
- Intellectual Property and the National Information Infrastructure.
- This report examines the adequacy of the intellectual property laws to cope with the pace of technological change. Dated (1995) but still of interest.
- Buildings, books, and bytes: libraries and communities in the digital age.
- This report is about libraries and the challenges they face in the digital world. From the Benton Foundation (1996).
- Connecting Each to All: Principles to Implement the Goal of Advanced Universal Service.
- This document sets forth the principles which are essential to guide the implementation of an advanced universal service goal. One the the earliest documents on this subject (1993).
- Realizing the Information Future: The Internet and Beyond.
- Very detailed report from the National Research Council. One of the first reports (1994) on this topic.
- Connecting The Nation: Classrooms, Libraries, and Health Care Organizations in the Information Age.
- From the NTIA. This report provides a status using the most current data regarding Internet connectivity. It concludes that there is much work to be done before the goal of connecting every classroom, library, and health care organization is accomplished (1994).
- Telecommunications Act of 1996.
- This site emphasizes the act's impact on schools and libraries. It has specific sections on the CDA and Universal Service (E-rate.)
- Journal of Information, Law and Technology (JILT).
- An electronic law journal covering a range of topics relating to IT law and applications. It contains peer reviewed and other articles, works in progress, book and conference reviews.
- Principles for Licensing Electronic Resources.
- These are the principles developed by the major library associations. Includes a list of sources.
- Liblicense: Licensing Digital Information.
- Good page with sections on license vocabulary, licensing terms/descriptions, the LIBLICENSE-L email list, etc. From Yale U.
- Statement of Current Perspective and Preferred Practices for the Selection and Purchase of Electronic Information.
