Authorized WSLS users with "all functions" role can get any WSLS records submitted back by using the "File Download Request" function in WSLS. Doing this will make it easier for a district to determine how DPI determines students in enrollment status on a particular date (e.g. ISES 3rd Friday of September, WSAS Roster File Create/As-Of Date, or any other date). With this knowledge, districts can identify possible steps for resolving errors or omissions.
To download a file from WSLS, follow the steps below.
- From the WSLS Main Menu, select "File Download Request."
- On the File Download Request screen, select "All Schools" if you want to see where everyone is or you can do this by individual school.
- Select FILE TYPE = "Enrolled." (This will give you all students in enrollment status on the DATE OF INQUIRY or at any time during the DATE RANGE.)
- For Start Date, enter the DATE OF INQUIRY (This may be a 3rd Friday of September 2005 count date, e.g. 09-16-2005, or a WSAS Roster File Create/As-Of Date, e.g. 11-11-2005, or any other date.)
- Click on the SUBMIT icon on the bottom right, and note the file name provided on the screen. There will be an ENR in the file name.
- From the WSLS Main Menu, select "Results-File Upload/Download & Mass Entry." Look for the file name provided in File Download Request screen.

Before requesting a download file, XML users might consider temporarily changing the 'Data Submit Method' to CSV (WSLS Main Menu: District/School WSLS Preferences) so that each record is returned in a single row. Change the 'Data Submit Method' back to XML as soon as you get your file. CSV files can be easily opened in spreadsheet software and sorted by school, by birthdate, or any other way. The CSV file layout is the B.3 layout from the Interface Specs at http://dpi.wi.gov/lbstat/doc/wsncsv_1.doc. See also the example below the layout. Note that "03" student records are associated with an "02" school header.
If you are a medium or large district, then please submit your file download request during off-peak times (late afternoon, weekends, or holidays). Larger districts would generate a batch process so you may need to give the WSLS some time to process your requests.
All counts based on WSLS assume that your district is keeping WSLS current. By clicking on SUBMIT, WSLS will search the WSLS data base for records based on the DATE OF INQUIRY or DATE RANGE you provided and the student enrollment periods in the WSLS data base. The enrollment period is the time between the WSLS enrollment and exit dates. Files requested on different dates for the same DATE OF INQUIRY or DATE RANGE may return different records if district adds or changes WSLS records for the relevant enrollment periods.
WSLS alone cannot be used to determine final ISES 3rd Friday September enrollment counts because (1) WSLS provides no information about the students submitted by District A for whom District B is accountable (2) WSLS does not know if a student is actually receiving services on the count date, and (3) students are not counted in ISES reports after they have reached their MAX AGE YEAR. WSLS data are used as a starting point for ISES and can be used as estimates. Final 3rd Friday September ISES counts come from ISES.
