ISES October 1 Supplement for Child Count


State statute requires the count date for enrollment data to be the third Friday in September. However, to meet requirements of the U.S. Department of Education, Office of Special Education Programs (OSEP) annual report required by section 618 of the Act and 34 CFR 300.640, the State must count and report the number of children with disabilities receiving special education and related services on a date between October 1 and December 1. Wisconsin has chosen October 1 as its count date.

For the 2007-08 and 2008-09 school years, districts will submit changes which occurred after the Third Friday of September (9/19/2008) and on or before 10/1/2008 for those students with disabilities who have moved into or left the district, those students whose disability status has changed, and those students whose Educational Environment Classification changed because the student turned 6.

If the child count of students with disabilities has changed due to these reasons, the LEA will submit the following changes to DPI:

  • Students in your LEA identified on the third Friday of September as nondisabled (Primary Disability = 'N'), who are identified with a disability and receiving special education and related services on October 1. (Count Date Records)
  • Students in your LEA identified with a disability and receiving special education and related services on the third Friday of September who have returned to regular education (Primary Disability = 'N') on or before October 1. (Count Date Records)
  • Students who have moved into your LEA between 9/20/08 and 10/1/08 who are identified with a disability and receiving special education and related services on October 1. (Count Date Records)
  • Students with disabilities who have moved out of your LEA between 9/20/08 and 10/1/08. (Year End Records)
  • Students for whom the Educational Environment Classification has changed from a preschool age 3 to 5 category to a school age 6 to 21 category because the student turned 6 between 9/20/08 and 10/1/08. (Count Date Records)
  • If your district has no changes in the Child Count from 9/19/2008 to 10/01/2008 to report then your district must acknowledge this fact via the on-line application, but no file will be submitted.

    This file will be accepted in the Comma Separated Value (CSV) format only and will be submitted to DPI via a secure file upload function separate from the ISES. Only a subset of Year End and Count Date data elements will be required for these identified students. The file structure will be accepted as the the ISES Count Date / Year End file upload structure for the current collection (version 2.0) or the 2007 collection (version 1.0).

    For Fall 2008, Districts will submit one CSV file that includes 2008-09 October 1 Supplement for Child Count information for all schools in the district. This should occur before October 16, 2008. Please check your data carefully before uploading your file. If the October 1 File Upload process is repeated, then all existing October 1 data will be replaced.

    The October 1 File Upload process will store only those data elements listed above. Only the subset of students identified with changes should be submitted. Records should not be submitted for students whose status has not changed between 09/19/2008 and 10/01/2008.

    Provide the complete file header including but not limited to:

    • Record Type (YE or CD)
    • Year (YE = 2008 or 2009, CD = 2009)

    Provide values to identify the student:

    • WSN
    • Enroll Date (on or before 10/01/2008)
    • Exit Date (on or after 9/20/2008 and on or before 10/01/2008)

    Provide values as of 10/01/2008:

    • Primary Disability
    • Secondary Disabilities
    • English Language Proficiency Code
    • Grade Level Placement
    • Count Date Status (CD Records only)
    • Educational Environment Classification (CD records only)
    • Parentally Placed Private
    • Third Party Provider
    • District of Residence
    • Exit Type (YE records only; HSC and ETC will not be accepted)

    If District of Residence is different than submitting district, then provide:

    • School in District of Residence
    • Reason Out of District

    If Exit Type is 'Transfer to a WI school not covered by WSLS. Known to be continuing' (TNC) then provide:

    • Return to Regular Education

    ANSWERS TO QUESTIONS ABOUT 2007-08 OCTOBER 1 SUPPLEMENT FOR CHILD COUNT

    1. We ask that WSLS/ISES Administrators and District Special Education Coordinators work together to determine whether data should be reported for your district. The October 1 Supplement for Child Count is accessed using the Wisconsin Access Management System passwords used for the WSLS and the ISES. Only staff with the All Functions role may access the on-line application and upload the file.
    2. If you have only a few students to report, you could use Notepad software to build the file. Save the file with the file extension CSV. See the CSV Interface Specification for field descriptions and valid codes.
    3. File Download Request, available from the ISES CD/YE Main Menu, may be used to generate a file of student data as of the 3rd Friday of September. To do so, select the options School: '0000 - All Schools', Collection Year: '2008-09, Record Types: 'Count Date (2008-09)' and 'Baseline Data'. The records of students whose status has changed should be modified. Records of students whose status has not changed should be removed. Special Education students new to the district should be added to the file.
    4. Opening an ISES CSV file in a spreadsheet tool may result in loss of important field formatting required for successful file upload. A document is available to assist with proper formatting of a CSV file within a spreadsheet tool.
