Using ISES Progress and Summary Reports
The Individual Student Enrollment System (ISES) includes Progress and Summary Reports for district users interested in reviewing and analyzing local data.
HOW TO READ THESE REPORTS
Each report is organized with the"Topic" information as the main headings listed across the top and the "Compare To" and "View By" options that you select listed down the left side of the report. Topic options include Enrollment, Dropout, High School Completion, etc. "Compare To" options allow you to compare your current school/district data for a Topic to data for prior years and across organizational levels. "View By" options allow you to view Topic information by the student groups you select. See a sample report below.
Topic information about each student group can be read across the rows of the report. Beginning on the left, the student group is identified by the "Compare To" and "View By" options selected. Continuing to the right across the row, the count in the "Total..." column is the number of students in that student group who are described by the "Total..." column heading (e.g. "Total enrolled" or "Total who were expected to complete school term"). Percents and/or counts to the right of the "Total" column add to 100% or the "Total", respectively, because (1) all these percents use the "Total" as the denominator and (2) the counts are mutually exclusive groups of students within the "Total"/denominator.
See the ISES Progress and Summary Report Glossary for detailed explanations of column headings: Dropout Report, Enrollment Report, Exit Type Report, High School Completion Report, Attendance, and Retention Reports.
Certain ISES records are not counted in any ISES Progress and Summary Reports. Excluded records: (1) records for students who have reached the age of 21 prior to the beginning date of the school term, (2) records for students where the school enroll date is the same as the school exit date, and (3) ISES records for students without an associated WSLS record.
Before final ISES lock down, these are DRAFT reports. Note that charts for the most current ISES collection year are based on data in the ISES working tables. Districts are encouraged to validate their data and address errors and warning prior to viewing these reports. If selected report options include data elements that are missing, then reports will not reflect affected records.
After final ISES lock down, these are FINAL reports. These final reports should be considered unofficial but should closely match data that are public reported except where suppression is necessary to protect student privacy. Public reports are based on the "Show: All Students Accountable" option.
HOW TO USE THESE REPORTS
- Preview preliminary reports to identify errors. For each topic, "Compare (your current school/district data) To" prior years and across organizational levels to identify unexpected trends and atypical situations. "View (topic information) By" student groups to examine data in more detail. Authorized users can also click on student counts to see relevant excerpts from student level records. Any errors found can be corrected one-by-one on-line on the Individual Student Record screen or by uploading a new file.
- Preview final public reports. If these data are correct then the ISES summary and progress reports can serve as a preview of what your district might expect the public to see. Data included in the progress and summary reports are related to public reporting requirements in state or federal law. Data will be publicly reported by district by school and by student group except when data must be suppressed to protect privacy. In general, the student groups included in public reports are the ones that appear when "View By All *'d Variables" is selected. You can drill down to see more detail then will be publicly reported which may provide possible explanations for issues and ideas to address concerns. In some cases, another district is accountable for outcomes of students submitted by your district, so "Show" options include "All Students Accountable" and "All Students Submitted". [More]
- Get information. Reports will continue to be accessible online between collection periods. Authorized users can click on a "Download Report" link near the bottom of each report page to download a CSV version of the report.
STUDENT PRIVACY
ISES Progress and Summary Reports are not for public release. Distribution within your school or district must be in accordance with state and federal privacy laws and local school board policy. For more information, see Protecting Student Privacy in Wisconsin
ANSWERS TO QUESTIONS ABOUT THESE REPORTS
- Access to certain Progress and Summary Report features is restricted to users with specific ISES roles.
- If the report options you select require codes or values that are missing or invalid for some or all student records, then your reports will not reflect the affected records. For example, if you select "View By. . . Disability Status" and if some or all of the your district/school records do not have codes in the Primary Disability field, then these incomplete records will not be used to generate your report. Note that if all ISES errors are corrected then this will not be an issue.
- A NULL column appears in the Enrollment Report under the Topic heading of the data table if NULL is a valid value for the Topic option selected. Examples include the Topic headings "District Residency" (District of Residence is not required) and "3rd Party Provider" (3rd Party Provider is submitted only if applicable). In these cases, a NULL column appears so the sum of the counts in that row (under the Topic heading) is equal to the" Total" applicable to the selected "View By" option(s)(on the left).
- NULL rows will appear in your reports if (a) NULL is valid for the fields used by the View By Option(s) selected and (b) your district submitted one or more NULL values in these fields. Note that NULL is valid for District of Residence (View By: District Residency) and Reason Out of District (View By: Reason OOD). NULL is also valid for 3rd Party Provider through 2004-05 YE records and 2005-06 CD records and for all WSAS Roster Report View By options other than GRADE and WSLS-based fields.
- Relevant code tables are available with printed versions of the on-line reports. When multiple years of data are printed, the code tables are for the "Year of Data" selected in the options section of the screen.
- Gender, race/ethnicity, and age on count date are automatically included in all ISES records because they are based on WSLS data.
- Public reports are based on the "Show: All Students Accountable" option. Accountability for student outcomes is assigned to the submitting DISTRICT/school unless another district/school is identified as the " DISTRICT_ACCOUNTABLE/SCHOOL_ACCOUNTABLE". An exception applies to dropouts following an expected transfer/promotion (EXIT_TYPE=ETC) to another district or school.
- Accountability for expected transfers/promotions (exit type ETCs) are determined as follows:
