ISES Discipline Data Collection and Reporting

2006-07 and Beyond

Data about suspensions, expulsions, and other removals will be collected as part of the Individual Student Enrollment System (ISES) beginning with the collection of 2006-07 discipline data in summer and fall 2007. These data elements, listed below, will be added to ISES in response to a major expansion in discipline data reporting required by the federal Individuals with Disabilities Education Act (IDEA). They will be used not only to meet IDEA requirements but also the requirements of ESEA and Wisconsin School Performance Report. The latter requirements were met through 2005-06 by the Wisconsin School Performance Report aggregate discipline collection and other smaller collections.

Most districts and schools will have until fall 2007 to submit the 2006-07 discipline data in ISES. Schools that might be identified as persistently dangerous, based on data for past years, may be required to submit 2006-07 discipline data by June 2007. This same schedule is expected to continue in future years.

Incident Date
MMDDYYYY.

Date the incident resulting in removal occurred.

USES: Incident Date is used to count incidents and to associate an incident with a specific school year.

Incident Type - Primary
For codes, see Incident Type Data Collection and Reporting.

Primary reason for removal. Most serious infraction or offense committed.

USES: This data element is used for public reporting as required by the Wisconsin School Performance Report law, identification of persistently dangerous schools under ESEA Safe School Transfer, ESEA Consolidated Performance Report and ESEA Gun-Free Schools Act Report to the US Department of Education, and (for removals to an Interim Alternative Educational Settings - School Personnel) public reporting and reports to the US Department of Education under IDEA.

Incident Type - Secondary
For codes, see Incident Type Data Collection and Reporting. In addition, the code N is a valid secondary incident type code if the Incident Type - Primary is the sole reason for the indicated disciplinary Removal Type.

Any reason for removal other than the primary reason.

USES: This data element is used for public reporting as required by Wisconsin School Performance Report law, identification of persistently dangerous schools under ESEA Safe School Transfer, ESEA Consolidated Performance Report and ESEA Gun-Free Schools Act Report to the US Department of Education, and (for removals to an Interim Alternative Educational Settings - School Personnel) public reporting and reports to the US Department of Education under IDEA.

Serious Bodily Injury
Y or N

Incident resulted in serious bodily injury. Serious Bodily Injury involves a substantial risk of death; extreme physical pain; protracted and obvious disfigurement; or protracted loss or impairment of the function of a bodily member, organ, or faculty (18 USC Section 1365 (3)(h)).

USES: This data element is required by IDEA for "Interim Alternative Educational Setting - School Personnel" Removal Type. Otherwise null is valid for final data.

Early Reinstatement Condition
Y or N.

Condition that a student is required to meet before he or she may be granted early reinstatement or conditions that a student is required to meet after his or her early reinstatement but before the expiration of the term of expulsion specified in the student's expulsion order under s.120.13(1)(c)3 or s. 120.13(1)(e)3, or s.119.25, Wis Stats. See s.120.13(1)(h)1. Wis Stats.

USES: This data element is used for public reporting as required by Wisconsin School Performance Report law and is required if Removal Type is Expulsion.

Expulsion Period Return Year
YYYY

The school year during which an expelled student is expected to return to school grounds based on the expulsion expiration date specified in the expulsion order issued under s.120.13(1)(c)3 or (e)3, Wis Stats. Determine the Expulsion Period Return Year as follows:

• If the expulsion expiration date is in school year X before the end of the school term X, then Expulsion Period Return Year is school year X.
• If the expulsion expiration date is at/after the end of the school term X and before the end of school term X+1, then the Expulsion Period Return Year is school year X+1.
• To indicate that an expulsion is permanent, use any year that is later that the the student's Max Age Year. So any Expulsion Period Return Year greater than the student's year of birth plus 23 would indicate that the expulsion is permanent.

Note that the expulsion expiration date may or may not be the date a student actually returns to school. A student may return on the expulsion expiration date, a student may return on an earlier date if granted early reinstatement pursuant to conditions in the expulsion order, or a student may not return at all (e.g. due to reaching maximum age or dropping out).

USES: Expulsion Period Return Year will be used to flag expulsion records with expulsion periods extending beyond the end of the school year so districts can provide days removed and other expulsion-related data in years after the year of the incident. It may also be used to translate WI definition of expulsion into the IDEA definition.

Modified Term Firearms
N = firearms Incident Type and not modified (2007-08) OR not a firearms Incident Type (2006-07)
Y = modified (not valid after 2006-07)
M = modified for reasons other than IDEA (valid beginning in 2007-08)
I = modified because of IDEA (valid beginning in 2007-08)

Reduction in the minimum one-year (12 month) expulson period for firearms. The expulsion period begins on the removal period start date. This reduction is specified in the student's expulsion order under s.120.13(1)(c)3 or (e)3, Wis Stats.

Codes Y, M, and I are valid only for firearms Incident Types. Firearms Incident Types include Handgun, Shotgun or Rifle, or Other Firearm.

USES: This data element is needed to meet data requirements of the United States Department of Education (ESEA Gun-Free Schools Act Report and EDEN).

Type of disciplinary removal for student involved in incident.

USES: This data element is used for public reporting as required by Wisconsin School Performance Report law, identification of persistently dangerous schools under ESEA Safe School Transfer, ESEA Consolidated Performance Report to the US Department of Education, and public reporting and reports to the US Department of Education under IDEA.

Removal Period Start Date
MMDDYYYY

Start date of the student's removal type. This may or may not be the incident date. Some incidents result in multiple removal types/dates for the same student For expulsions, this would be the date specified in the student's expulsion order under s.120.13(1)(c)3 or (e)3, Wis Stats.

USES: Demographic data used for disaggregated reporting will be as of the removal period start date. Data such as gender, race, primary disability, English language proficiency, etc. will come from WSLS/ISES when available. Primary disability and English language proficiency may need to be edited locally if a student's status changes during a school enrollment period in question. This data element will also be used for validation purposes.

Return to School after Expulsion
Y or N

Return to school on or before the expulsion expiration date specified in the expulsion order. Student may return to the same school or a different school. Returns to the same school prior to the expulsion expiration date would be based on early reinstatement conditions. Use the Y code if the student is known to be actively receiving PK-12 educational services after the expulsion expiration date whether or not the services are received on school grounds. Otherwise use the code N.

Submit Return to School after Expulsion if Removal Type is Expulsion and the Expulsion Period Return Year is the Year of the discipline record.

USES: This data element is used for public reporting as required by Wisconsin School Performance Report law.

School Days Removed This Term
###.#

Number of school days during which student is removed for this school term, incident, and removal type. Count days as follows:

• If Removal Type is Expulsion or Out-of-School Suspension, count days removed from the school's grounds for disciplinary purposes as a result of the expulsion or out-of-school suspension. School Days Removed include days during which the student is receiving services in an alternative setting off-school grounds or at an alternative school.
• If Removal Type is In-School Suspension or Placement in IAES, count days the student is removed from his/her educational placement, e.g. the student's regular classroom, for disciplinary purposes.

School days removed should be submitted in half-day increments. Do not count removals for less than 1/2 of a school day. For any removal of 1/2 school day in length or longer, round up to the nearest 1/2 day increment. For example, removals of 1/3 day would not be counted, 2/3 day would round up to 1.0, 1.2 days would round up to 1.5 days, etc.

Under rare circumstances, zero may be valid for an expulsion. For example, a decision may be made to suspend a student prior to an expulsion hearing, and the expulsion order is issued after the student has met early reinstatement conditions. So the student is removed for the suspension but might not be removed for the expulsion. Another example would be an incident that occurs near the end of school term X, but the expulsion order is not issued until after then end of school term X and so for school term X the "Days Removed" as a result of the expulsion is zero.

"School Days Removed This Term" is counted based on the student's scheduled school day. Note that, for students with nonstandard school schedules, counting of days removed for discipline purposes will be different from counting days for attendance purposes. This is because counting of actual and possible days of attendance is based on the district's standard full school day.

USES: Duration of removal is used for public reporting as required by Wisconsin School Performance Report law and for public reporting and reports to the US Department of Education under IDEA.

Services Provided During Expulsion
Y or N

The student who was expelled from School A received educational services during the expulsion period during this school term. Educational services may either be provided by another school or by School A at a setting off School A's grounds.
