ISES Data Past Due

DATE: March 13, 2006 (Email)
TO: District Administrators
FROM: Brian Wilmot
Chief Information Officer/IT Director
Department of Public Instruction
SUBJECT: Final ISES Data Past Due

(Sent only to unlocked districts with one or more ISES errors.)

The deadline for the Fall 2005 ISES data collection was March 13, 2006. Your district's data is past due. As of 10 am, March 14 your district still had outstanding errors and unacknowledged warnings that are preventing your district from submitting your data to DPI. The current ISES collection must close, so please ensure that any district data errors are corrected as soon as possible.

Complete and accurate ISES data are critical to making reliable accountability decisions. Graduation and attendance rates for all students are evaluated at the school and district levels, and used to determine whether or not schools and districts are meeting the state defined criteria as part of adequate yearly progress (AYP). Incomplete or inaccurate ISES data could lead to identification for improvement. For more information about AYP and the graduation and attendance requirements see: http://dpi.wi.gov/oea/acct_sch.html#annualreview

Final ISES data will be used for the 2004-05 School Performance Report (attendance, retention, dropout, graduation rates), 2005-06 3rd Friday September enrollment reporting, and other public reporting and monitoring purposes.

If your district does not correct errors, then DPI may estimate certain data using data available from other collections or other records in order to move the ISES collection process towards completion. The process used will be similar to the one used last summer. Estimated data may not reflect reality and may result in very high district dropout and retention rates, very low district graduation rates, or low enrollment or attendance data so estimation is not the preferred solution to filling data gaps. Data that are high quality and reflect reality are critical to effective use of data as a tool for improving teaching and learning in your district and statewide. WSLS and ISES are expected to be key sources of these data.

An email outlining the consequences of failure to review specific errors and warnings was sent to WSLS/ISES Administrators last week ( http://dpi.wi.gov/lbstat/esea030906.html ). Districts are also strongly encouraged to review their ISES progress and summary reports because ISES-generated errors and warnings cannot identify all possible district data issues and because these reports provide a preview of draft public reports based on the data you have submitted so far.

Your continued cooperation is appreciated. We recognize the difficulty of this task. Please contact the WSLS/ISES helpdesk if you have questions or concerns, 800-507-5744 or dpistats@dpi.wi.gov.
