Payer Collection and Reporting


2005-06 and Beyond

Payer indicates whether full-time tuition or an equivalent amount is being paid for services provided to a student and by whom. Payments may be made to your district by the district of residence, the state, a parent, or any other payer. Payments may be made by your district to a third party provider. In determining the appropriate payer category below, do not consider payments to your district that are generated by equalization aid membership.

CHANGES: This field is optional for 2005-06 ISES Count Date records but is required for 2006-07 ISES Count Date purposes.

Payer Code Description/Comments
No full-time tuition or equivalent amount paid NONE This code is used if a student receives direct educational services from your district's employes and your district does not receive full-time tuition or any other equivalent payment from another district, a parent/outside payer, or the state other than amounts generated by the equalization aid membership.
District pays full-time tuition or equivalent Code must be a valid DPI District Code. FORMAT 0009 — Leading Zeroes Use the district code assigned by DPI. If the district of residence is paying full-time tuition (or the equivalent) to your district, then this would be the code for the district of residence. If your district receives full-time tuition from the district of residence and in turn pays full-time tuition (or equivalent) to a third party provider, then use the code for the district of residence. If your district is the district of residence and pays full-time tuition (or equivalent) to a third party provider then use the code for your district. See examples.
State pays tuition or equivalent WISC State pays tuition under s. 121.79, Wis. Stats., or makes an equivalent payment not generated by equalization aid membership.
Full-time tuition or equivalent paid by parent/other OTHER Tuition is paid under subchapter V of chapter 121 by a parent or other payer not covered by one of the other payer categories.
Data Not Required X Valid only for Parentally Placed Private students.

USES: Payer codes will be used to generate ISES Preliminary Membership Reports which may be used by your district as a starting point in determining official counts to submit on the PI-1563. [more] ISES Preliminary Membership Reports are unofficial and use of these Reports is optional. Official PI-1563 membership counts must continue to be submitted as part of the PI-1563 not ISES.


ANSWERS TO QUESTIONS ABOUT PAYER

  1. Throughout this document, the term "your district" means the district responsible for submitting the ISES record for the student. Your district is the submitting district for the student if the student receives his/her primary PK-12 educational services either (1) directly from your district's employees or (2) from a third party (not another Wisconsin district) under the direct supervision of your district. If a student receives his or her primary PK-12 educational services from multiple districts simultaneously, then the district that most directly supervises the primary PK-12 educational services for this student is considered the submitting district.
  2. If the district code provided as the payer is your district code, then your district is expected to meet the following criteria: (a) your district must be the District of Residence and (b) a Third Party Provider code must be provided (not null).
  3. If the district code of the payer is not your district code, then the district code is typically expected to be the code for the District of Residence.
  4. Examples of tuition or equivalent payments by districts include but are not limited to tuition covered by s.121.78, Wis. Stats., and in addition fiscal agreements or contracts under ss.66.0301 (Intergovernmental Cooperation), 116.032 (contracts with CESAs for pupil services), 118.15 (agreements with operators of programs leading to HSED or high school graduation), 118.153 (seats purchased for children at risk of not graduating from high school), 118.55 (Youth Options), payments made for full-time residential treatment programs referenced by the student's IEP.
  5. Examples of tuition or equivalent payments by the state include but are not limited to tuition covered by s.121.79 (tuition payments by state) and equivalent payments under s.121.85 (Chapter 220 interdistrict transfers). See also State Tuition Categorical Aid.
  6. Payer codes used for students attending under 118.51 (full-time open enrollment) or 121.84(4) (additional year tuition waiver) should be based on the source of the payment as follows:
    • If payment for services is received directly from the District of Residence then use the code for the District of Residence.
    • If payment for services is received as an adjustment from the state, then use the code WISC for the state.
  7. ISES Preliminary Membership Reports are unofficial and are modeled after the PI-1563 Preparation Workbook. ISES uses payer for ISES Preliminary Membership purposes as follows.
    • Head Count. This ISES count includes students who receive their primary PK-12 educational services directly from your district's employees regardless of residency and state aid eligibility. If payer and third party provider are NONE, then the student is typically included in the ISES Preliminary Membership Report under the Topic "Head Count as of Count Date".
    • Nonresident Reductions. This ISES count includes students who receive their primary educational services directly from your district's employees and full-time tuition is paid by another district, the state, parents, or other outsiders. If third party provider is NONE and if payer is another district, WISC, or OTHER; then the student is typically included in the ISES Preliminary Membership Report under the Topic "Head Count Reductions" (also known as "Nonresident Reductions").
    • Resident Additions. If your district is the district of residence for a student receiving his/her primary educational services directly from a third party provider or another district, and if your district pays full-time tuition for the student without receiving full-time tuition from an outside source (i.e., payer = your district), then the student is typically counted in the ISES Preliminary Membership Report under the Topic "Resident Additions." If the student receives his/her primary educational services in another district then that district must provide your district code in the payer field in order for the student to appear on your report.
    ISES will not replace the PI-1563 any time soon. Official PI-1563 membership counts must continue to be submitted as part of the PI-1563 not ISES.
  8. ISES uses several data elements to generate ISES Preliminary Membership Reports. These data elements include but are not limited to: (WSLS/ISES Submitting) district, district of residence, third party provider, payer, count date status, max age year, record type, program schedule, grade level placement, primary disability.
