2003-04 and Beyond

Occasionally, students receive their primary PK-12 educational services from one Wisconsin school district but reside in another. "Reason out of district" explains the basis for a student's attendance in a district other than his or her district of residence.

CHANGES: Beginning with 2005-06 ISES Year End records and 2006-07 Count Date records, "Reason out of district" will be required by ISES whenever a student's district of residence is not the district submitting the ISES records for that student.

Full-time Open Enrollment OPEN Full-time open enrollment (s.118.51). Submitting district is the District_Accountable for student outcomes.
Chapter 220 C220 Interdistrict integration transfer under Chapter 220, Laws of 1975 (s.121.85). Submitting district is the District_Accountable for student outcomes.
Tuition WaiverWAIV Tuition waivers resulting from a change in a student's district of residence (s.121.84). Submitting district is the District_Accountable for student outcomes.
Residential Care Center & Submitting District is FAPE District RCC Certain placements of students with disabilities in Residential Care Centers when these placements result in the district submitting data being the district accountable for student outcomes (without regard to district of residence) s.115.81 Submitting district is the District_Accountable for student outcomes.
Other, Submitting District is Accountable SUBM Any basis other than OPEN, C220, WAIV, RCC, or RES. Submitting district is the District_Accountable for student outcomes.
Other, Resident District is FAPE District RES District of Residence is the FAPE district (District_Accountable). All IEP-placements in another district are in this category. If the affected student is a student with disabilities, then the district of residence is accountable for student outcomes rather than the district submitting the student's data.

USES: "Reason out of district" is a factor in determining the district that will be accountable for the performance and progress of certain students with disabilities. Beginning in 2006-07, "Reason out of district" codes will be used for unofficial preliminary membership reporting purposes.

ANSWERS TO QUESTIONS ABOUT REASON OUT OF DISTRICT

  1. Occasionally, multiple WI districts play some role in the education of the same student. Regardless of this fact, in WSLS and ISES, only one district submits data about the student; i.e., the district that most directly supervises the primary PK-12 educational services for this student. Also, only one district is held accountable for the performance and progress of that student, and this is generally the submitting district. Exceptions exist for students with disabilities, and Reason out of district is used to determine if this exception applies.
  2. Accountability for students enrolled in nondistrict charter schools under s. 118.40 (2r) is always tied to the "2r" charter school regardless of "Reason out of district" or disability status.
  3. Data elements expected to be used for unofficial preliminary membership reporting beginning in fall 2006 include but are not limited to: (WSLS/ISES Submitting) District, District of Residence, 3rd Party Provider, Payer, Count Date Status, Max Age Year, Record Type,WSLS Birthdate, Program Schedule, Grade Level Placement, Primary Disability.
