Count Date Status Collection and Reporting


2004-05 and Beyond

Count date status indicates whether a student without an exit date is eligible to be counted on the count date. For most purposes, students are counted if they are receiving their primary PK-12 educational services either (1) directly from district employees or (2) from a third party under the direct supervision of a district.

CHANGES: Two new codes, P and A, have been added as ISES options for 2006-07 ISES Count Date records. These codes replace R. R will not be a valid ISES code beginning with 2006-07 ISES Count Date records.

Code Description/Comments  
Present and actively receiving educational services on the count date. P

Student is present for and actively receiving educational services on the count date. Services provided by district employees or third parties might be received in a school building, library, hospital, county corrections, college, or any other location.

Code is valid beginning in 2006-07.

Absent on count date but receiving educational services A

Student is absent on the count date, but he/she meets the before and after criteria. These criteria are as follows:

  • student was receiving educational services before the count date during the same school year, and
  • student was absent on the count date, but received educational services through the school on at least one day after the count date.

Code is valid beginning in 2006-07.

Receiving educational services R

Student meets the criteria for code "P" or "A" above. See USES below.

Code is valid for 2004-05 and 2005-06. Code is not valid beginning in 2006-07. This code is being replaced by P and A above.

Not receiving educational services N

Use this count date status if one of the following applies:

  • No show. Student was enrolled in a school at the end of the preceding school term, is expected to return to the same school for the current school term so does not have an exit date, but was not yet receiving educational services as of the count date.
  • Temporarily expelled, not receiving services. (Note that suspended students and many expelled students continue to receive educational services so are counted under "receiving services.")
  • Grave illness. Student has a grave illness and is not able to receive educational services as of the count date.
  • Other extended absence. Student was absent on the count date and was not receiving educational services on at least one day between the count date and the end of the ISES collection period.

USES: Count date status is used in aggregating enrollment counts for a count date such as the third Friday of September. "P-Present" and "A-Absent" are used lieu of the "R-Receiving services" code beginning in 2006-07. The P and A codes are required to generate pilot unofficial ISES Pre-membership Reports beginning in 2006-07.


ANSWERS TO QUESTIONS ABOUT COUNT DATE STATUS

  1. For Child Count records, Count Date Status is reported based on the student's status on October 1. For 3rd Friday of September records, Count Date Status is reported based on the student's status on the 3rd Friday of September.
  2. Students count as receiving educational services on the count date if services are provided either directly from district employees OR from a third party (not another district) under the direct supervision of the district.
  3. All WSLS and ISES data collection requirements that apply to Wisconsin school districts (under ch.119 and ch.120, stats.) also apply to nondistrict charter schools (under 118.40(2r), stats.).
  4. For schools that maintain daily attendance records,
    • students with actual attendance greater than 0 on the count date would be expected to have a Count Date Status code of P.
    • students with actual attendance of 0 on the count date, but who have actual attendance greater than 0 before and after the count date during the same WSLS school enrollment period during the same school term, would be expected to have a Count Date Status code of A.
  5. For ISES purposes, students who were absent on the count date and who were not receiving educational services on at least one day between the count date and the end of the ISES collection period should have an exit date before the count date or have Count Date Status code of N.
  6. Note that, although preliminary membership reports will be generated using WSLS/ISES data, WSLS/ISES are accountability systems and data collected are used for accountability purposes and not membership (i.e. state aid / PI-1563) purposes. Efforts are being made to align WSLS/ISES and membership as closely as possible to minimize confusion and facilitate data collection/reporting. See also WSLS, ISES, and Membership.
