2003-04 and Beyond

Many districts/schools arrange and supervise educational services for enrolled students through agreements or contracts with third-parties. Third parties might include technical colleges, community-based organizations, nonprofit-nonsectarian agencies, universities, school to work program providers, cooperative educational service agencies, out-of-state school districts, private schools, residential care centers, Wisconsin Center for the Blind and Visually Impaired, Wisconsin School for the Deaf, County Children with Disabilities Education Board schools, etc. The table below provides information about the choices available. Additional providers or provider categories may be added in future years.

CHANGES: CCDEB is a valid code for ISES 2003-04 Year End and 2004-05 Count Date records only. NONE is a valid code beginning with 2004-05 ISES Year End and 2005-06 ISES Count Date records. Third party provider is required for all records beginning with 2005-06 ISES Year End and 2006-07 ISES Count Date records.

This code is valid beginning with 2004-05 ISES Year End and 2005-06 ISES Count Date records.

Data Not Required X Valid only for Parentally Placed Private students.

USES: Third party providers codes are used to produce required summary data about students receiving their primary educational services directly from providers other than school districts. These codes may also be used for other purposes such as to flag atypical attendance situations or to provide more meaningful student to staff ratios. Districts/schools arranging and supervising educational services provided by third parties remain accountable for the performance and progress of students served. Third party provider codes may be used for unofficial Preliminary Membership Reporting beginning in 2006-07.


ANSWERS TO QUESTIONS ABOUT THIRD PARTY PROVIDERS:

  1. If a district has an agreement or contract with another Wisconsin school district, then the latter district is the district submitting the ISES data so a third party provider code identifying this district is not expected or required.   2. If a district has an agreement or contract with more than one third party provider, use the code for the primary third party provider. If a student receives educational services from one third party provider for more than 50% of the school day then this provider would generally be considered the primary provider.
