The Applications Development Team is currently seeking individuals for an IS Systems Development Services Specialist position. This position is located at 125 South Webster Street, Madison. This position was previously announced on May 29, 2009 with a deadline of June 15, 2009. Starting pay is between $25.763 and $42.509 per hour (approximately $53,793 and $88,758 per year). This position is in pay schedule 07, range 02.

This is a project position that will end on June 30, 2011. This position is eligible for benefits including health insurance, but the incumbent does not attain permanent civil service status.

Job Duties

Under general supervision of the applications manager, the person in this position is responsible for performing the work of an analyst/programmer. This person works closely with others to accomplish project objectives or independently to accomplish daily work requirements. Objectives, priorities and deadlines are established in consultation with the user, director and division leadership.

This position is responsible for providing technical expertise regarding the analysis, development and maintenance of systems that capture, interrelate and report data for the Department of Public Instruction. This includes but is not limited to applications that focus on finance, budget and reporting. Specific duties include: 1) development, enhancement, and maintenance of application programs and procedures; 2) Analysis and design of new systems and maintenance or enhancements to existing systems; 3) Project management; 4) Consultation service to user management and special assignments; and 5) Participation in employee development programs and organizational activities.

Knowledge, Skills, and Abilities

Knowledge of complex system analysis and design; complex relational data base management systems; complex data analysis techniques; batch processing and job stream development; project leadership/management; developing internet applications and data collection techniques; longitudinal analysis and reporting of data; programming languages such as Java, Oracle, PL/SQL; and consultation and technical assistance techniques. Effective oral and written communication skills.
