2019 Temporary Emergency Impact Aid

On September 17, 2019, the U.S. Department of Education (USDE) notified states of the available application for 2019 Temporary Emergency Impact Aid. The 2019 Emergency Impact Aid program will provide assistance to local educational agencies (LEAs) and non-public schools that have enrolled students displaced during the 2018-19 school year by Hurricanes Florence, Hurricane Michael, Typhoon Mangkhut, Super Typhoon Yutu, and other disasters or emergencies declared during the 2018-19 school year under section 401 or 501 of the Robert T. 2019 Restart Program

On September 17, 2019, the U.S. Department of Education (USDE) notified states of the available application for 2019 Immediate Aid to Restart School Operations (Restart). The Restart program makes funds available for State educational agencies (SEA) to provide assistance to eligible local educational agencies (LEAs). The purpose of the program is to help defray expenses related to restarting operations, re-enrolling students, and reopening public or non-public elementary and secondary schools that serve an area affected by a covered disaster or emergency. The state of Wisconsin was identified in one eligible disaster or emergency. The event occurred between July 18–July 20, 2019, and the following counties were included in the declaration: Barron, Clark, Forest, La Crosse, Langlade, Menominee, Menominee Indian Reservation, Monroe, Oconto, Oneida, Outagamie, Polk, Portage, Rusk, Shawano, St. Croix Indian Reservation, Vernon, Waupaca, and Wood. 2018 Temporary Emergency Impact Aid

On Friday, April 27, 2018, the U.S. Department of Education notified states of the Temporary Emergency Impact Aid, as appropriated by Congress in February 2018. Applications are available for two of the hurricane and disaster relief programs authorized by the Bipartisan Budget Act of 2018: the Temporary Emergency Impact Aid for Displaced Students (Emergency Impact Aid) program and the Assistance for Homeless Children and Youth program. The Emergency Impact Aid program will provide assistance to local educational agencies (LEAs) and non-public schools that have enrolled students displaced during the 2017-18 school year by Hurricanes Harvey, Irma or Maria or the 2017 California wildfires (“a covered disaster or emergency”). The Assistance for Homeless Children and Youth program will provide assistance to LEAs to support the needs of homeless students displaced by a covered disaster or emergency. This letter and the enclosed materials provide the information necessary for State educational agencies (SEAs) to apply for funding under these programs, and SEAs will make awards to LEAs under both programs.
