Rural and Low-Income School Program


Title VI, Part B, Subpart 2

Title VI-B, Subpart 2, the Rural and Low-Income School Program (RLISP), provides discretionary funds to meet the needs of rural, low-income schools. Formula grants will be awarded to the state, which in turn will award subgrants to eligible school districts. In Wisconsin, funds will be awarded by formula based on student enrollment as determined by average daily attendance.

Funds received under the Rural and Low-Income School Program may be used for teacher recruitment and retention, teacher professional development, educational technology as described in Part D of Title II; parent involvement activities; and activities authorized under Part A of Title IV (Safe and Drug-Free Schools and Communities), under Part A of Title I (Improving the Academic Achievement of Disadvantaged Children), and under Title III (Language Instruction for Limited English Proficient and Immigrant Students).

In Wisconsin, funding is expected to be targeted at improving student achievement in reading and/or mathematics.

Who is Eligible to Apply

To participate in the RLISP, school districts must meet the following criteria:

  1. The district cannot be eligible for Title VI-B, Subpart 1, the Small, Rural School Achievement Program.
  2. All schools within the district must be designated with an NCES locale code of 6, 7, or 8.

    and

  3. The district must have a poverty rate of 20% or more, as defined by the number of children ages 5-17 from families with incomes below the poverty level.

In FY05-06, three school districts were eligible in Wisconsin.
In FY06-07, one school district was eligible in Wisconsin.

Amount of Funds Available

Total allocation for 2005-06 for Wisconsin was $54,457.
Total allocation for 2006-07 for Wisconsin was $24,512.
