Small, Rural School Achievement Program



Title VI - Part B, Subpart 1 Section 6211

The Small, Rural School Achievement Program is an extension of the 2001 REAP (Rural Education Achievement Program) with expanded eligibility, flexibility, and funding.

This program provides two benefits to eligible school districts:

  • Alternative Use of Funds Authority and
  • Additional funding from the U.S. Department of Education.

To be eligible for Title VI-B (1), districts must meet the following criteria:

  • Average daily attendance of less than 600 students; or all schools in the LEA must reside within a county with a population density of less than 10 people per square mile (Forest and Iron Counties)

    AND

  • Locale code of 7 or 8

About 120 Wisconsin school districts are eligible for Title VI-B (1).

Alternative Use of Funds Authority allows small, rural schools the opportunity to use any funds from Title II-A, Title II-D, Title IV-A, or Title V to carry out activities under Title I-A, Title II-A and D, Title III, Title IV A and B, and Title V-A. These districts are not restricted to the 50% transferability rule as described in the Consolidated Application.

Districts are also eligible to receive additional funds, up to $60,000 directly from the U.S. Department of Education. Funding is based on a federal formula using average daily attendance and FY allocations. Exact allocations will be made available from USDE. These funds can be used for any activities as described above.

To receive Title VI-B (1) funding, districts must apply directly to USDE. The district must complete an e-grant (electronic grant application) at the following website: http://e-grants.ed.gov/egWelcome.asp. Before applying, be sure to have the following information: NCES ID #, Tax ID #, DUNS #.  A .guide from USDE may also be obtained.
