new Understanding USDA's Severe Need Breakfast Program Video The Severe Need Breakfast program provides additional reimbursements for schools who serve at least 40% of lunches to students who qualify for free and reduced meal benefits. Eligibility is determined on a school by school basis and must be applied for annually.
