Summary of the Provisions of Title II

Part A-Teacher and Principal Training and Recruiting Fund
The purpose of this part is to provide grants to state educational agencies, local educational agencies, state agencies for higher education, and eligible partnerships in order to increase student academic achievement through strategies such as improving teacher and principal quality, increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools, and holding local educational agencies and schools accountable for improvements in student academic achievement.

What's new for Wisconsin?
Wisconsin has nearly $46 million in Title II, Part A funds to train and retain skilled educators. These funds will be distributed by formula based on enrollment (20%) and on the number of students below the poverty line (80%). To be eligible to receive a subgrant, a local educational agency shall conduct an assessment of local needs for professional development and hiring, as identified by the local educational agency and school staff. These selected goals may be directly related to the school district requirements of Chapter PI 34 of the Wisconsin Administrative Code such as mentors to work with beginning teachers and administrators, professional development plans that use the state guidelines and documents, and staff development that focuses on reading language arts and mathematics for the purpose of school improvement and to support highly qualified teachers. Districts may also use these funds to recruit and hire highly qualified teachers to reduce class size. Districts with personnel needs may partner with institutions of higher education to design alternative paths to licensure which may also reduce the need for emergency licenses or permits.

$45,844,374 (2003-04) distributed by formula.

Part B-Mathematics and Science Partnerships
The purpose of this part is to improve the academic achievement of students in the areas of mathematics and science by encouraging state educational agencies, institutions of higher education, local educational agencies, elementary schools, and secondary schools to participate in programs that improve and upgrade the status and stature of mathematics and science teaching.

Part C-Innovation for Teacher Quality
The purpose of this section is to authorize a mechanism for the funding and administration of the Troops-to-Teachers Program; to establish a program to recruit and retain highly qualified mid-career professionals (including highly qualified paraprofessionals), and recent graduates of an institution of higher education, as teachers in high-need schools, including recruiting teachers through alternative routes to certification; and to encourage the development and expansion of alternative routes to certification under state-approved programs.

What's new for Wisconsin?
Basically a reauthorization of existing programs.

Part D-Enhancing Education Through Technology
Enhancing Education Through Technology (Ed Tech) Program consolidates the current Technology Literacy Challenge Fund (TLCF) Program and the Technology Innovative Challenge Grant Program into a single state formula grant program (ESEA Title II, Part D,
Subpart 1 Under the Ed Tech program, the U.S. Department of Education provides grants to state educational agencies (SEAs) on the basis of their proportionate share of funding under Part A of Title I. States may retain up to 5 percent of their allocations for state-level activities, and must distribute one-half of the remainder by formula to eligible local educational agencies (LEAs) and the other one-half competitively to eligible local entities.

What's new for Wisconsin?
The program provides a formula grant for the first time. In the past all funds were distributed competitively. This program is directed toward districts with the highest percentages of children from families with incomes below the poverty line. Therefore some Wisconsin districts will get no formula dollars and most will get amounts under $5,000. The competitive funds are also restricted to "high need" districts and less than half of Wisconsin's districts will meet that criteria. Others will be required to work in consortia with "high need" districts to be able to access the funds. Finally, the requirements from the US Department of Education include a minimum of 25 percent of funds used for professional development. This is true of both formula and competitive dollars although the competitive grant could require a greater percentage if the state chooses.
