1. FY2008 EETT COMPETITIVE GRANT PROGRAM ANNOUNCED

The Enhancing Education Through Technology (EETT) FY2008 Competitive Grant application and supporting documents are posted on the Department of Public Instruction's Instructional Media and Technology Team website at http://www.dpi.state.wi.us/imt/nclbindex.html. The requirements and mandatory pieces have made little change from the FY2007 EETT Competitive Program. The program's goals and objectives remain the same. As in the past, the project needs to focus on raising student academic achievement through raising student proficiency on technology literacy and through increasing educator effective use of using instructional technology tools and strategies in their teaching and classroom learning to foster higher student academic achievement.

Forty (40) percent of the project activities and budget needs to focus on professional development of educator teams that include teachers and their administrator and library media specialist. This professional development needs to be aligned to Wisconsin's Teacher Standards, the National Staff Development Council Standards, and the Nine Key Characteristics of Effective Professional Development as defined by the Partnership for 21st Century Skills.

There needs to be an Evaluation Design as described in the guidance document and this design needs to be developed and facilitated under the guidance of a qualified evaluator. The Evaluation Design includes an Evaluation Plan and an Evaluation Management Plan.

Local education agencies (LEAs) with a minimum of 10% of their children in poverty as determined by the 2005 US Census or an eligible local partnership (Consortium) with a minimum of one poverty district are eligible to apply. Eligible school districts may submit an independent application or they may join an eligible local partnership application. School districts cannot submit or partner with more than one application. CESAs may partner with more than one eligible local partnership.

All schools in need of improvement located within the LEA or eligible local partnership must be identified and specifics on how the project will assist them to meet their improvement goals and objectives need to be described.

All applications are due to the Wisconsin Department of Public Instruction (WDPI) by 4:30 PM on March 31, 2008 or they may be mailed and postmarked by March 31, 2008. 2. 2008 E-RATE APPLICATIONS FILED

February 7 was the deadline for schools and libraries to file their E-rate applications for the 2008 E-rate funding year which starts July 1, 2008. Preliminary data shows that 553 schools and libraries in the state filed a total of 2,347 funding requests by the deadline. Of these requests, 66% were for telecommunications, 28% for Internet access, and 6% for internal connections. A total of $28.5 million in E-rate discounts has been requested statewide. The Schools and Libraries Division (SLD), which manages the program, has started reviewing applications. It will be contacting applicants over the next several months to resolve any issues. The SLD anticipates it will start issuing funding approval letters in late April. 3. STATE SUPERINTENDENT'S BIENNIAL REPORT TO COLAND

The State Superintendent of Public Instruction is required to report on interlibrary cooperation and resource sharing each biennium. Section 43.03(3)(d), Wis. Stats., requires the state superintendent to submit to the Council on Library and Network Development (COLAND) a biennial report which describes the programs and policies to promote cooperation and resource sharing among all types of libraries and to plan, coordinate, evaluate and set statewide priorities for the development of networks to enable interlibrary cooperation and resource sharing carried out in the preceding biennium and the programs and policies to be carried out in the succeeding biennium.

The Council on Library and Network Development will hold a hearing on the report at its March 14 meeting to be held at the Hartford Public Library, 115 North Main Street, Hartford, Wisconsin. The hearing will be held from 9:30 to 11 a.m. The Division for Libraries, Technology, and Community Learning (DLTCL) would appreciate your comments and concerns. The Council will consider both oral and written testimony. Please send any written testimony to Roslyn Wise at the Department of Public Instruction, 125 S. Webster Street, Madison, WI 53702-7841.

This report focuses primarily on the activities of the DLTCL in the previous and the current biennia relative to the State Superintendent's responsibilities to promote cooperation and resource sharing among all types of libraries in Wisconsin. It also describes activities of other organizations that are involved with cooperation and resource sharing as appropriate.

5. OHIO LIBRARY COUNCIL OFFERS ONLINE MARKETING INSTRUCTION

The Ohio Library Council offers six self-paced public library training modules that cover the steps of the marketing process. Modules include resource links, promotion ideas, exercises, and quizzes. There also is information to help libraries create a marketing plan. While the sixth module is specific to Ohio, many of the concepts have applications to other public libraries.

University of Wisconsin Applied Population Laboratory - http://www.apl.wisc.edu - The Applied Population Laboratory (APL) is made up of a group of research and outreach professionals at the University of Wisconsin-Madison. The group provides online access to data and conduct research on current demographic and economic topics, in addition to other client services.
