ESEA--No Child Left Behind Act -Title II, Part A - Teacher and Principal Training and Recruiting Fund Grant
Program Description: Wisconsin has nearly $46 million in Title II, Part A funds to train, hire, and retain skilled educators. These funds will be distributed by formula based on enrollment (20%) and on the number of students below the poverty line (80%). To be eligible to receive a subgrant, a local educational agency (LEA) shall conduct an assessment of local needs for professional development and hiring, as identified by the LEA and school staff. These selected goals may be directly related to the school district requirements of Chapter PI 34 of the Wisconsin Administrative Code. LEAs may also use these funds to recruit and hire highly qualified teachers. The law requires that LEAs have an annual plan with targets to have all teachers fully licensed by the end of the 2005/06 school year. The second priority is paraprofessional training to meet the ESEA/NCLB requirements. The third priority is the support for professional development of teachers, pupil services personnel, and school administrators to increase content knowledge or develop teaching skills and dispositions. The law also requires LEAs to target funds to schools that have the lowest proportion of high qualified teachers, have the largest average class size, or are identified for improvement.
