SPP: Sampling Indicators and The Procedural Compliance Self-Assessment Yearly Cycle
This webpage has been established as a site for local educational agencies (LEAs) to find pertinent information on cyclical data collection activities associated with the State Performance Plan.
The Department of Public Instruction (DPI) is required to collect and report data on every indicator in the State Performance Plan (SPP), from every local educational agency, every year, except where sampling is allowed. Each year, DPI will collect data from one-fifth of the LEAs in the state on the following:
Sampling Indicators
| Indicator #7 | - Percent of preschool children with IEPs who demonstrate improved:
- A. Positive social-emotional skills (including social relationships);
- B. Acquisition and use of knowledge and skills (including early language/communication and early literacy;
- C. Use of appropriate behaviors to meet their needs.

| Indicator #8 |
Percent of parents with a child receiving special education services who report that schools facilitated parent involvement as a means of improving services and results for children with disabilities. |
| Indicator #14 |
Percent of youth who had IEPs, are no longer in secondary school and who have been competitively employed, enrolled in some type of postsecondary school, or both, within one year of leaving high school. |
Data for Indicators #11 and #13 is collected through the procedural compliance self-assessment.
Procedural Compliance Self-Assessment
In addition, one-fifth of the LEAs will conduct a Procedural Compliance Self-Assessment and report results to DPI for Indicator #15.
| Indicator #15 |
General supervision system (including monitoring, complaints, hearings, etc.) identifies and corrects noncompliance as soon as possible but in no case later than one year from identification. |
| Indicator #11 | Percent of children with parental consent to evaluate, who were evaluated and eligibility determined within 60 days.

| Indicator #13 | Percent of youth aged 16 and above with an IEP that includes coordinated, measurable, annual IEP goals and transition services that will reasonably enable the student to meet the post-secondary goals.
