Services for Students with Speech and Language Disabilities


Eligibility

The specific eligibility criteria for speech and language under state law is found at PI 11.36 (5) of the Wisconsin Administrative Code. The Wisconsin Department of Public Instruction has developed a technical assistance guide to assist IEP teams in evaluating children to determine if they have speech and language impairment and need for special education due to the impairment.

There were approximately 50,000 students identified as having a speech and language disability in Wisconsin during the 2003-2004 school year.

The Preschool Options Project provides training to assist local school districts in developing a range of options in Least Restrictive Environments (LRE) for young children with disabilities. The site is a great resource for therapists working with children ages 3 to 5.

Options for Determining Case Loads in Special EducationMS Word document contains the Statewide Caseload Formula and the Statewide Caseload Number Charts which are designed as starting points to guide discussions about caseload determination if the LEA chooses to use one of these models for problem solving.

The Wisconsin Assistive Technology Initiative (WATI) helps all school districts develop or improve their assistive technology services. WATI also works with Birth to 3 programs through a grant from the Wisconsin Birth to 3 Program.
